Following an evaluation of the TRAINMAR programme undertaken in 1989, it was decided that cooperation with institutions in industrialized countries should be expanded, under suitable conditions, so as to benefit from their knowledge and experience.
At the end of May 2001 the secretariat informed alltraining centres of forthcoming adjustments in the organization of the Trainmar, TrainForTrade and Port Certificate programmes as a result of the evaluation.
It was expected that therelay would be made by stronger TRAINMAR centres, both those in industrialized countries and those gaining experience in the developing countries, but the level of experience is not yet satisfactory.
The recommendations, approved at the 38th session of the Working Party on the Medium-Term Plan and Programme Budget, put forward the integration, under one umbrella, of the TrainForTrade Programme,the Port Certificate Programme and certain components of the TrainMar Programme.
Block 2: HRD strategy for the integration of the Trainmar, ex-TrainForTrade and Port Certificate programmes(Recs. 2- 5).
In addition, UNCTAD helps TRAINMAR centres to promote the establishment of human resource development policies with regard to maritime transport, and to encourage enterprises to seek and support management training in the face of continuous change and the challenges of global trade.
In particular, the Group noted the valuable contribution the UNCTAD Trainmar programme had made to countries in transition and developing countries, and encouraged donors to contribute to this programme.
To enable the integration of Trainmar, ex-TrainforTrade and the Port Certificate, and to carry out activities foreseen within the HRD strategy, the secretariat put in place, as of September 2001, a new structure comprising seven competencies related to the various aspects of the programme:(a) pedagogic and methodology support;(b) technical assistance and strengthening of training capacity;(c) elaboration of HRD policies for beneficiary countries;(d) project development;(e) distance learning development;(f) websites administration; and(g) information and communication.
There are now wellqualified persons in each region who have worked with TRAINMAR centres and who master the issues involved. However, only generous donor support would enable them to be appointed and to move around the regions.
A paper on" Flexible and open learning: The TrainMar experience" was presented and disseminated during the XVIth International Port Training Conference, held in Rotterdam from 27 to 30 May 2001.
The Newsletter is produced in English and translated into French by the TRAINMAR Centre in Guadeloupe(France) and into Spanish by the port authority of Valencia(Spain), with the port authority of Dunkirk printing and distributing each issue.
The use of the UNCTAD logo in connection with Trainmar activities was discontinued in all training activities, whether it be the development of pedagogic materials, the organization of seminars and workshops, or information about activities that may be initiated, including information on the Internet.
