Another strength brought to light by this report is the establishment of European Groupings of Territorial Cooperation(EGTCs).
European groupings of territorial cooperation(EGTCs) were first introduced in 2007 to promote inter-regional working.
EGTCs whose members have limited liability should be more clearly distinguished from those whose members have unlimited liability.
In parallel, the CoR will launch a support platform for existing and future EGTCs and all interested stakeholders.
EGTCs are legal entities set up to facilitate cross-border, transnational or interregional cooperation in the European Union(EU).
The monitoring committee shall also include representatives of bodies jointly set up in the whole programme area or covering a part thereof,including EGTCs.
In 2013, to clarify and ease the setting-up and workings of EGTCs, the original law, Regulation(EC) No 1082/2006, was amended by Regulation(EU) No 1302/2013.
From that perspective, the proposal for a European Cross-Border Mechanism(ECBM) should be seen as complementary to Interreg andEuropean Groupings for Territorial Cooperation, EGTCs.
I would like to highlight European Groupings for Territorial Cooperation(EGTCs), which make a significant contribution to cohesion through cross-territorial cooperation programmes.
Open to all EU territories of Member States, including communities andcity's as well as cross-border territories with legal personality such as EGTCs and Euroregions.
Representatives of bodies established throughout the area of the programme orwhich cover a part of it, including EGTCs, may participate in the work of the monitoring committee in an advisory capacity.
The monitoring committee shall also include representatives of regions and local governments as well as other bodies jointly set up in the whole programme area or covering a part thereof,including EGTCs.
Existing programmes and, in particular, promotion of project-based cooperation,including promoting European groupings of territorial cooperation(‘EGTCs'), as well as macro-regional strategies should therefore be continued.
Within 10 working days of the registration or publication of the convention and the statutes in the country in which the EGTC has its registered office, the EGTC notifies the Committee of the Regions(CoR)which keeps a register of EGTCs.
EGTCs are also being used as legal instruments for cooperation in the context of Union policies other than Cohesion Policy, including by implementing programmes or parts of programmes with Union financial support other than that under Cohesion Policy.
I completely agree with the proposals brought forward by the rapporteur, my colleague Mrs Sanchez-Schmid,particularly when it comes to enhancing the role of the European Groupings for Territorial Cooperation(EGTCs) and the financing of this objective.
Recommends that Euroregions orsimilar structures and EGTCs should be the framework to guarantee the decentralised implementation of P2P and small-scale projects, ensuring their continuity and taking into account the already existing roles of such structures(e.g.‘umbrella project' recipients) that have proved useful.
It can therefore include communities, departments, Länder, provinces, counties, metropolitan areas, large cities or groups of smaller ones, large local authorities orgroups of smaller ones, cross-border territories such as EGTCs and Euroregions.
EGTCs can have the potential to enhance the promotion and achievement of the harmonious development of the Union as a whole and the economic, social and territorial cohesion of its regions, in particular, and to contribute to meeting the objectives of the Europe 2020 strategy for smart, sustainable and inclusive growth.
Strongly advises making better use of existing policies and instruments for regional cooperation, such as European Territorial Cooperation(ETC), Interreg andespecially European Groupings of Territorial Cooperation(EGTCs), to enhance cross-border transport between regions and remove bottlenecks;
(27) Member States should be encouraged to assign the functions of the managing authority to anthe existing EGTCs or to make such a grouping, like other cross- border legal bodies, responsible for managing a sub-programme, an integrated territorial investment or one or more small project funds, or to act as sole partner.
In this regard, it should be pointed out the initiative of the Luxembourg Presidency on considering specific legal tool for border regions in order to respond to the needs andchallenges in border areas, as complementary to EGTCs and giving the opportunity of Member States to agree on specific provisions.
(27) Member States should be encouraged to assign the functions of the managing authority to anthe existing EGTCs or to make such a grouping, like other cross- border legal bodies, responsible for managing a sub-programme, an integrated territorial investment or one or more small project funds, or to act as sole partner.
I therefore agree with the rapporteur's proposal to strengthen the'Territorial Cooperation' objective by increasing the overall budget from 2.5% to 7%, adopting measures to simplify the implementation of programmes andcreating European Groupings of Territorial Cooperation(EGTCs), which are essential to the functioning of cross-border governance systems.
