On the basis of Article 14 TEU, the European Commission will conduct a strategic dialogue with the European Parliament prior to the programming of the Regulation(EU) No 230/2014 of the European Parliament andof the Council of 11 March 2014 establishing an instrument contributing to stability and peace and after initial consultation of its relevant beneficiaries, where appropriate.
This Regulation establishes an Instrument contributing to Stability and Peace which provides, for the period 2014-2020, direct support for the Union's external policies by increasing the efficiency and coherence of the Union's actions in the areas of conflict prevention, crisis preparedness and crisis response and peace-building, and in addressing global and transregional threats.
In addition, ACP partner countries are benefiting under the Union's budget from the Pan-African Programme or thematic programmes financed under the Development Cooperation Instrument.5 Furthermore,the Instrument contributing to Stability and Peace6, as well as the European Instrument for Democracy and Human Rights7 are financing numerous projects in the ACP countries.
This includes, in addition to the EUR 180 million from the first macro-financial assistance operation, EUR 500 million in regular programmed bilateral cooperation for Jordan financed under the European Neighbourhood Instrument, about EUR 250 million from the humanitarian budget andmore than EUR 30 million from the Instrument contributing to Stability and Peace.
The implementation of six new external financing instruments- the Development Cooperation Instrument, the European Neighbourhood Instrument 11, the Instrument for Pre-Accession Assistance(IPA II) 12,the Instrument contributing to Stability and Peace 13, the European Instrument for Democracy and Human Rights 14, and the Partnership Instrument 15- funded by the EU budget started in 2014.
This Regulation establishes an instrument(the‘Instrument contributing to Stability and Peace') which provides, for the period from 2014 to 2020, direct support for the Union's external policies by increasing the efficiency and coherence of the Union's actions in the areas of crisis response, conflict prevention, peace-building and crisis preparedness, and in addressing global and trans-regional threats.
Development cooperation funding streams, including the European Development Fund(EDF), the Development Cooperation Instrument(DCI),the Instrument contributing to Stability and Peace, and other financial instruments such as the Partnership Instrument, are mobilised against wildlife trafficking, within the agreed financial envelopes of the contributing programs, and other possible funding sources are explored.
This contribution complements and scales up substantially the existing funding under the EU Regional Trust Fund in Response to the Syrian Crisis 9(EU Trust Fund),the Instrument contributing to Stability and Peace, the European Instrument for Democracy and Human Rights, and the Instrument for Pre-accession Assistance national programmes, which allowed to frontline the work on refugee related matters with key partners.

Despite these challenges, both countries contributed to stability and security in the region, striving for further progress on the ENP agenda.
He noted that the RACVIAC was a unique international organization that continuously contributed to stability and security in the region.
