I assume this will be as before, in other words,on the basis of the current interinstitutional agreement.

Mr President, on Thursday Parliament is going to vote at second reading on a budget that complies perfectly with the current Interinstitutional Agreement.
First of all, the draft budget established by the Council shows due regard for the current Interinstitutional Agreement of 1999 on budgetary discipline and improvement of the budgetary procedure.
This shows that,to achieve our goal, we have been able to make the best use of the tools provided by the current interinstitutional agreement.

Moving on to the second question about the procedure, the Commission's basic logic was to align the provisions of the current interinstitutional framework with the new framework of the Lisbon Treaty.

In order to avoid any delay in the provision of financial assistance in the case of disasters, I support the recommendation in the report that the Commission propose amending budgets aimed solely at mobilising this Fund,use of which must not exceed EUR 1 billion per year under the current Interinstitutional Agreement.
The Commission proposed the necessary changes to the financial regulation applicable to the Union's general budget and tabled a proposal for the multiannual financial framework regulation and for a new interinstitutional agreement on budgetary cooperation, transposing the provisions of the current interinstitutional agreement on budgetary discipline and sound financial management, in line with the Lisbon Treaty requirements.
The Council could, to this end, draw inspiration from constructive practices followed during the last financial perspective negotiations, which enabled a satisfactory dialogue to take place with the European Parliament,culminating in the adoption of the current interinstitutional agreement in May 1999.

We have done so because we believe that it is of the greatest importance that expenditure on the common agricultural policy should not increase in the manner proposed in the resolution and that the current interinstitutional agreement should be respected.
Of course, Parliament is a legislator andis free to raise this issue in the current ongoing interinstitutional process, if it so wishes.
