In practice, the Commission has taken the view, for reasons of consistency, that the definition applied should be the one laid down in the principles of coordination of regional aid systemsC2:'investment' must be investment in fixed assets.
The results of the application of the principles of coordination will be examined periodically with the senior national officials responsible for aid.
On 21 May the Commission decided to authorise the extension of the Italian regional aid schemes until31 December 1999, in accordance with a new map and amendments notified to it; the Commission wassatisfied that the rates andprocedures laid down in the principles of coordination of regional aid systemswere being complied with.
At the same time, we will be insisting on the principles of coordination, of transparency and of the participation of the developing countries in the international financial institutions.

The provisions of Title V of the Treaty on European Union require the Member States to observe the principles of coordination and mutual solidarity when defining and implementing the CFSP, so this democratic and parliamentary deficit must be corrected.
Having amplified in 1973 the principles of coordination of the general aid schemes with regional objectives, defined in 1971, by marking off, in accordance with Article 154 of the Act of Accession the central regions of the new Member States, the Commission will work out in 1974-so as to be in a position to establish its policy in the third quarter at the latest-a coordination arrangement which will be valid for all the Community regions and must, therefore, be more differentiated.
To give effect to the above and, having regard to the views expressed in previous communications, including in particular the preambles to the communications of 23 June 1971 and26 February 1975, the principles of coordination have been partly redefined and the methods for their implementation, including the common method of evaluation, have been amended and supplemented.
The methods for implementing the principles of coordination, which include the com mon method of evaluation, defined in the Annex to the communication of the Commission of 23 June 1971 supplemented by the communication of the Commission of 27 June 1973.
In its communication to the Council of 27 June 1973,2 the Commission- in application of the provisions of Article 154 of the Treaty of Accession- amended and supplemented the principles of coordination defined in its communication of 23 June 1971 and contained in the first resolution of the Member States of 20 October 1971.3.
Since the 1989 reform of the Structural Funds, the principles of coordination and co operation in respect of financial instruments have featured in the regulations govern ing the ERDF.
Nevertheless, the results obtained so far make it possible to begin to apply the principles of coordination from 1 January 1972; the remaining conditions will have to be fulfilled as soon as possible thereafter and at the latest by the end of the one-year transitional period.
Under this power of decision, and in order to place all Member States in the same situ ation with regard to the principles of coordination, the Commission will by 31 December 1974 at the latest, define the principles of coordination based thereon which will be valid for all regions of the enlarged Community as regards the application of the mies of the EEC Treaty concerning aid.
The least we can do, therefore,is to accept the principle of coordination between all the Member States and, of course, with the European institutions.
The supervisory authorities of the home Member State and those of all the other Member States should be informed as a matter of urgency of the opening of winding-up proceedings principle of coordination.
The first set of coordination principles for systems of regional aid dates back to June 1971.
