Labour inspectorates monitor enforcement.
The improvement of the monitoring and control capacity of social security organisms, labour inspectorates and trade unions has become a priority in many Member States.
Labour inspectorates which can help firms improve the working conditions and sanction serious offences, including undeclared work.
This includes support in case of complaints related to EURES job vacancies and recruitments,as well as cooperation with public authorities such as labour inspectorates.
Labour inspectorates in the EU have launched an inspection and communication campaign to prevent lower back disorders, targeting the transport and healthcare sectors.
At European level the Senior Labour Inspectors' Committee(SLIC), andat national level the labour inspectorates, can play an important role in ensuring this is achieved.
Labour inspectorates and other labour market monitoring authorities can be effective only if they are adequately funded and have enough staff, with appropriate training.
The establishment of cooperative links between relevant agencies at EU level(e.g. labour inspectorates, tax offices, social security bodies) was proposed by some Member States.

Remarks This appropriation is intended to fund initiatives which help to explore the real working and living conditions of posted work-ers and how the Member States,social partners and labour inspectorates work in practice.
The objective of the proposal is to improve cooperation at EU level between enforcement bodies,such as labour inspectorates, social security, tax and other relevant authorities, with the aim of preventing and deterring undeclared work more efficiently and effectively.
This applies particularly to those provisions(Article 7(4)) on support from the National Coordination Office in the event of complaints about job vacancies and recruitment in the EURES network,as well as cooperation with public bodies such as labour inspectorates.
The purpose of such declarations would appear to be, on the one hand, to enable the national authorities to verify the information on the posting of workers obtained during in situ checks and, on the other,to help the labour inspectorates to conduct risk assessments in order to target their checks at situations or companies which are at high risk.
Furthermore, member states are invited to develop regular multidisciplinary training for professionals(social workers, labour inspectorates, trade unions and workers' organisations) likely to come into contact with victims, and to include information on trafficking in human beings, and on all forms of exploitation, in the training tools used at all relevant levels of education.
Secondly, as we say in paragraph 12, that implementation has to be part of development cooperation programmes too- not just fine words in country strategy papers but real, quantifiable programmes, assisting developing country governments to establish andoperate effective labour inspectorates and giving direct aid to developing country trade unions and other civil society and watchdog groups, to provide an independent voice in tackling abuses such as child and forced labour. .
These include actions aimed at ensuring the enforcementof occupational health and safety rules and strengthening labour inspectorates, enforcing the acquis on equal opportunities and anti-discrimination( for this latter aspect see above under the political criteria), setting up or reinforcing monitoring and information capacity for epidemiological surveillance and control of communicable diseases, developing and implementing a national employment strategy, and preparing for future participation in the European strategy on social inclusion.
The Labour Inspectorate is organised and structured in accordance with ILO Convention 81.
These are generally the responsible departments of the relevant Ministries, the Labour Inspectorate or employment offices.
