If a competent authority considers that a licence issued by the competent authority of another Member State ora harmonised complementary certificate does not meet the minimum requirements, the draft Directive provides for a procedure to object to the certification, drawing attention to the matter firstly to the issuing authority(or the railway undertaking), then, if necessary, to the Agency and, as a last resort, to the Commission.
Member States shall replace, before 2015, all certificates issued prior to the entry into force of this Directive and during the above transition period by licences and harmonised complementary certificates in conformity with this Directive.
