November 2007- Mr Derruine attended the EP REGI Committee meeting for the discussion on the EP's draft report on the Fourth Cohesion Report rapporteur:Mr Guellec.
I welcome the emphasis Mr Guellec has placed on balanced regional development.
Commissioner Hübner's presence in this debate is very important for all of us and I would, of course, like to acknowledge the work of the two rapporteurs,Mr Guellec and Mr Marques.
Mr President, I should like to begin by thanking Mr Guellec for his report on the role of territorial cohesion in regional development.

I want to thank Mr Guellec for including my suggestion on the importance of social capital in boosting regional economic growth.

Madam Commissioner, ladies and gentlemen,I would like to congratulate Mrs Kallenbach and Mr Guellec on their excellent reports, both of which are milestones in the debate on cohesion policy.

We are debating the Fourth Report on Economic and Social Cohesion and the reports by Mrs Kallenbach andMr Guellec at a time when the first subjects for the 2014-2020 budget plan are beginning to emerge.
I am much obliged to Mr Guellec for what is a really good report, and I believe that its being an own-initiative report makes it a good means whereby we in this Committee of the European Parliament can develop our own approach.
Mr President, it is difficult to single out any one thing from these two excellent reports,but I wish to express particular thanks to Mr Guellec for the extent to which his report addresses the issue of disparities within regions.
It is necessary to avoid having European aid concentrated in just a few areas, thus adding to the existing disparities within a single region. Instead, measures must be adopted that are widespread, harmonious and thorough in less-developed areas,as Mr Guellec has rightly shown.
ES Madam President,I wish to begin my speech by thanking Mrs Kallenbach and Mr Guellec in particular for their work on these reports leading to a majority agreement within the context of the Committee on Regional Development.
I wish to comment at greater length on the report by Mr Guellec and to say that the Commissioner was indeed right; the draft regulations on the Structural Funds contain many ideas relating to the question of territorial cohesion, an issue which is dealt with in Mr Guellec's report.
FR Madam President, Commissioner, ladies and gentlemen, I wish to say, Commissioner,that as I listened to your reply to the two reports by our colleagues Mr Guellec and Mrs Kallenbach, I felt there would be no need for me to say anything at all, since it was so obvious you were showing you had fully understood us.
Mr President, Commissioner, ladies and gentlemen,I would like to say to Mr Guellec and Mr Marques, both personally and on behalf of my colleagues in the Group of the Alliance of Liberals and Democrats for Europe, that it was a great pleasure to work on their reports, which, of course, are essentially acceptable to us.
PT Mr President, Commissioner, ladies and gentlemen,I must firstly highlight the excellent work carried out by Mr Guellec and the intelligent and determined manner in which he emphasised and defended the optimisation and reinforcement after 2013 of a policy of solidarity towards the European regions.
CS(initially without a microphone)... agrees with the idea from the Guellec report from the previous period that the current form of cohesion policy is not helping to bring the regions closer together, only the states, and it is the reason why the EU's most dynamic regions are losing their dynamism.
Madam President, I wish to begin by congratulating- and perhaps, even more, by thanking- both Ms Kallenbach and Mr Guellec on their reports, and also the Committee on Regional Development on its excellent work both on the fourth cohesion report and on the report on territorial cohesion.
