The next item is the report(A4-0094/97) by Mr Kindermann, on behalf of the Committee on Fisheries, on the proposal for a Council Regulation(COM(96)0489- C4-0017/97-96/0244(CNS)) introducing arrangements for the management of the fishing effort in the Baltic Sea.
I would therefore like to congratulate our rapporteur, Mr Kindermann, on this work and I would like to ask Commissioner Fischler, please, to take good note of what the European Parliament says today and I hope he will approve the Kindermann report.
I would alsolike to take this opportunity to thank Mr Kindermann, coordinator of the Socialist Group in the European Parliament, for the assistance he has given me and for his efforts to keep his group united- although he has not achieved this entirely, I am aware of the efforts he has made.
I also welcome amendmentstabled on behalf of the PSE Group by Mr Kindermann, both singly and jointly with other groups, in particular the amendments that ensure that adverse effects on fisheries resources and the local economy are avoided, that the transfer is accompanied by any appropriate training, that boats are suitable and that the transfer meets the requirements of the FAO's needs assessments and is requested by the third country.
