In the context of preparing the 1994 to 1996 multiannual Indicative Programmes, a review of Phare activities was carried out.
The multiannual indicative programmes should be adjusted where necessary, taking into account any mid-term or ad hoc reviews of the strategy document on which they are based.
On the basis of the strategic framework referred to in point(a), multiannual indicative programmes shall be drawn up, for three-year periods, for each country receiving Community assistance.

The amendment concerned is apparently technical and arises from the difference in interpretation of the Council and of the Commission on the one hand and Parliament on the other with regard to the applicability of Article290 of the Treaty on the Functioning of the European Union to multiannual indicative programmes.
Strategy papers shall be approved and multiannual indicative programmes shall be adopted by the Commission in accordance with the examination procedure referred to in Article 15(3) of the Common Implementing Regulation.
This is all right,but we need to exert our full scrutiny on strategy papers, multiannual indicative programmes and the like, as they are of a general scope and supplement the financial instruments by defining priority areas and objectives.
Multiannual indicative programmes shall, in principle, be based on a dialogue with the partner countries or region(s) which involves the stakeholders, so as to ensure that the country or region concerned takes sufficient ownership of the process and to encourage support for national development strategies.
The procedure referred to inparagraph 1 shall not apply to non-substantial modifications to strategy papers and multiannual indicative programmes, making technical adjustments, reassigning funds within the indicative allocations per priority area, or increasing or decreasing the size of the initial indicative allocation by less than 20%, provided that these modifications do not affect the priority areas and objectives set out in these documents.
Multiannual indicative programmes for thematic programmes shall set out the Union's strategy for the theme concerned, the priorities selected for financing by the Union, the specific objectives, the expected results, the performance indicators, the international situation and the activities of the main partners.
This article stipulates that multiannual indicative programmes shall set out the priority areas selected for financing, the specific objectives, the expected results, the performance indicators and the indicative financial allocations.
The implementing powers relating to strategy papers and multiannual indicative programmes laid down in Articles 11 to 14 of this Regulation should be exercised in accordance with Regulation(EU) No 182/2011 of the European Parliament and of the Council of 16 February 2011 laying down the rules and general principles concerning mechanisms for control by Member States of the Commission's exercise of implementing powers22.

Multiannual Indicative Programme(MIP) for TEN-T(2001-2006): In September 2001 the European Commission adopted Decision No 2654 on the Indicative Multiannual Programme for the funding of the Trans-European Transport Network over the 2001-2006 period.
The purpose of setting up a Multiannual Indicative Programme for the TEN-T over the period 2000-2006 under the TEN Financial Regulation as amended was to take particular account of the financial needs of large TEN-T projects.
For projects extending over several years,the Commission has suggested establishing a multiannual indicative programme for 2001‑2006, which will make for better scheduling of expenditure and ensure continuity of Community financial aid from the point of view of the promoters.
