In light of the above, the Commission proposes the amendment of the Council Decision 1999/311/EC of 29 April 1999 adopting the third phase of the trans-European co‑operation scheme for higher education(Tempus III)(2000-2006) to allow for the participation in this programme of countries and territories covered by Council Regulation(EC) No 1488/96 of 23 July 1996(MEDA) on financial and technical measures to accompany the reform of economic and social structures in the framework of the Euro‑Mediterranean Partnership7.
