For many years now,we have identified persistently high levels of error in EU spending.
We do not estimate levels of error for other areas of spending, including MFF heading 3(see chapter 8).
In all other areas of expenditure, or“policy groups”, the Court found material levels of error.
The Court did not identify material levels of error in the EEAS annual activity report.
Our results as set out in Figures 1.5 and1.6 show a strong relationship between the basis for payment and levels of error.

The Commission welcomes the positive assessment by the ECA of the role of LPIS in preventing and reducing levels of error.
The annual activity reports wereviewed did not identify material levels of error; this is consistent with our own audit results.
Our findings confirm that LPIS makes aparticularly significant contribution to preventing and reducing levels of error(9).
Subsequently, the Commission adjusts those levels of error based mainly on the Commission's and the Court's audits carried out in the last three years.
We continue to find that reimbursementspending is affected by much higher levels of error than spending on an entitlement basis.
To understand why material levels of error of legality and regularity persist, we need to examine the weaknesses related to SUPERVISION AND CONTROL.
We have previously reported that the LPIS in particularmakes a significant contribution to preventing and reducing levels of error(12).
The latter is characterised by higher levels of error in investment spending, where agricultural businesses are subsidised on the basis of reimbursement of eligible spending. Diagram 6.
Our analysis shows that grant schemes based on reimbursingbeneficiaries' costs tend to have higher levels of error than entitlement schemes.
Audit authorities will have to estimate reliable residual levels of error in the accounts as a result of all verifications, controls and corrections made since the end of the accounting year.
Administrative expenditure had the lowest estimated level of error( 0.5%). ο There is a clear relationship between expenditure types and levels of error.
This situation is reversed in cohesion spending,where the ERDF/CF show generally higher levels of error than the European Social Fund(ESF)(see Table 1).

It covers more than 90% of EAGF expenditure and makes a significant contribution in preventing andreducing the levels of error in the aid schemes to which it applies, as confirmed both by the Commission(32) and our own audits.
Despite the improvements in the Commission's reporting of risk in recent years, its 2013 estimate of amounts at risk for DG REGIO(2,8%) and the combined estimate for all shared management(3,0%)are significantly lower than the Court's estimated levels of error(see Table 1).
European Agriculture Guarantee Fund(EAGF) accounts for more than three-quarters of expenditure in this area and is less affected by error(2,2%) than Rural Development(5,3%),where we have long found higher levels of error for investment spending(where agricultural businesses are subsidised on the basis of reimbursement of eligible spending).
Without calling into question IACS contribution in preventing and reducing the levels of error, we found that some of the key control functions we examined were affected by weaknesses. These related to the LPIS, the administrative controls, the quality of on-the-spot inspections and the recovery procedures for incorrect payments(38).

We found that within direct management spending two risk factors have a significant impact on the level of error.- In areas where the rules provide for an audit or inspection before the payment is made we find, in general, a lower level of error.- Reimbursementsto projects involving a number of partners(e.g. consortia) have higher levels of error than reimbursements to a single beneficiary.
