Automated matching through the common IT platform.

The EURES(European Employment Services) network as established by Regulation(EU)2016/589 of the European Parliament and of the Council10 is a network of employment services and a mechanism for automated matching of people to jobs through the EURES common IT platform.

To introduce in Union law an appropriate mechanism enabling all Member States to develop automated matching across borders on national job search portals, Article 16 provides merely that Member States will make an initial inventory to map all classifications to and from this European classification.
A common classification system of skills, competences, qualifications and occupations constitutes one of the most important tools for enabling online job application in the Union, it is therefore necessary to develop the cooperation between Member States and the European Commission in order toachieve interoperability and meaningful automated matching across borders, including by mapping to and from the common to national classification systems.
Insofar as these measures entail expanding current transparency obligations,enabling automated matching, ensuring equal access throughout the Union to the EURES network, defining more clearly practical support services and extending current information exchange arrangements, they are deemed to be a comprehensive but balanced response to the different shortcomings in the current framework for cooperation.
The EURES network must provide a comprehensive package of services for its clients(job seekers and employers): raising awareness, channelling information, introducing mechanisms to make registration easier,keeping track of CVs and vacancies, automated matching, job placement, help with recruitment, and giving applicants the contact details of relevant organisations, especially trade unions, that they can turn to once they are employed.
Where the result of an automated matching operation has, further to individual review by non-automated means, proven to be negative, it shall, however, be stored so as to avoid future‘false' positive matches for a maximum period of three years unless the underlying data have not yet been deleted in accordance with paragraph 3 at the expiry of the five years, in which case the log shall be kept until the underlying data are deleted.
The facial image of third country nationals referred to in point 5 of the first paragraph shall havesufficient image resolution and quality to be used in automated biometric matching.
