The Inspectors stress the need to change the scope of the results-based approach applied in PKOs from the current emphasis on budgeting(RBB) to a comprehensive management-for-results approach(RBM).

Paradoxically, activities under the regular budget of the United Nations prepare have their budget proposals prepared on a biannual biennial basis, while PKOs are subject to an annual budget cycle.
The Secretary-General should ensure that his reports to the Security Council andthe General- Assembly on PKOs conform with RBM principles, methodology and benchmarks, in particular with regard to the need for proposing SMART mandates and objectives.

The Secretary-General should undertake a review of human resources management in all its aspects within the PKOs, with a view to realigning its policies, regulations, rules, procedures and practices to the specific needs of the PKOs in an RBM framework and present a revised HRM policy framework for consideration and approval of the General Assembly at its 61st sixty-first Resumed resumed sSession.
National and international non-governmental humanitarian organizations(e.g. the International Federation of Red Cross and Red Crescent Societies(IFRC), the International Committee of the Red Cross(ICRC), and other international NGOs, such as Oxfam, Médecins Sans Frontières(MSF), etc.) cooperate with intergovernmental actors, such as UNDP, the United Nations Children's Fund(UNICEF), WFP, World Bank and the International Organization for Migration(IOM),as well as United Nations Peacekeeping Operations(PKOs) that provide, when required, protection to humanitarian operations.
Training is the first step towards solve solving one of the major issues regarding the application of a results-based approach in PKOs; there is a need for a common understanding of the concept and this is applicable across different departments within the Secretariat, as well as in a from the top- down manner, from legislative bodies, including senior substantive management, down to individuals,; in this respect the Security Council might also benefit from a briefing on results-based techniques.
