Food law shall aim to achieve the free movement in the Community of foodand feed manufactured or marketed according to the general principles and requirements in this Chapter.

National schemes may be developed by Member States on their own initiative orat the request of stakeholders in compliance with the general principles and requirements laid down in Chapter II and III of this Regulation, and: .
Regulation(EC) No 178/2002 of the European Parliament and of the Council(13) sets out the general principles and requirements which underpin all Union and national measures relating to food and feed, with a particular focus on food safety, in order to ensure a high level of protection of human health and consumers' interests in relation to food, as well as the effective functioning of the internal market.
They are complying with the food safety requirements as defined in Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety26;

Furthermore, the safety of food and feedingstuffs is subject to Community legislation, in particular Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety12.
Regulation(EC) No 178/2002 of the European Parliament and of the Council(4) lays down the general principles and requirements of food law, so as to form a common basis for measures governing food law at both Union and national level.
The introduction of the new regulation will protect consumers by establishing a high level of food safety, environmental protection and protection of animal health, while at all times observing the precautionary principle as laid down in Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002,laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety.
The first sentence of Article 26(1) of Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety;
The existing procedure is out of date insofar as it does not use the new framework for risk assessment in matters of food safety established by Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety;
It should include a coherent traceability system supplementing the provisions contained in Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety10, and an enhanced control of producer organisations.
(5) The existing definition of novel food should be clarified and updated by replacing the existing categories with a reference to the general definition of food in Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety6.
Without prejudice to the second subparagraph, Annex IIIa may be amended by the Commission, after an opinion has been obtained from the European Food Safety Authority issued on the basis of Article 29 of Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002,laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety(*).
(32) To take account of technical and scientific progress, close and effective cooperation should be ensured between the Commission and the Member States within the Standing Committee set up by Regulation(EC) No 178/2002 of the European Parliament and of the Council of 28 January 2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority, and laying down procedures in matters of food safety(19).
In the rapporteur's view, the objectives of the new regulation on novel foods are to attain a high level of food safety, consumer protection, environmental protection and protection of animal health, while at all times observing the precautionary principle, as laid down in Regulation(EC)No 178/2002 laying down the general principles and requirements of food law, establishing the European Food Safety Authority and laying down procedures in matters of food safety.
