Regulation(EC) No 1760/2000(which establishes a system for the identification andregistration of bovine animals and labelling of beef and beef products-including voluntary labelling- and includes the elements“double ear tag”,“holding register”,“cattle passport” and“computerised database”) was listed as"information obligations with special importance in terms of the burdens they impose on businesses" under the Communication from the Commission to the Council and the European Parliament(COM(2009)544) on an"Action Programme for Reducing Administrative Burdens in the EU"3.
The Commission clarified that even though the proposal had indicated that the entire Regulation(EC) No 1760/2000 would be repealed,the Commission's intention was not to repeal parts that concern labelling of beef and beef products.
(1) Article 19 of Council Regulation(EC) No 820/97 of 21 April 1997 establishing a system for the identification and registration of bovine animals andregarding the labelling of beef and beef products(5), states that a compulsory beef labelling system is to be introduced and obligatory in all Member States from 1 January 2000 onwards.

The evaluation will assess the impact of beef labelling rules for the meat supply chain, trade and consumers.
The specific provisions on voluntary beef labelling would be deleted from Regulation(EC) No 1760/2000, however, compulsory labelling for the origin of beef would remain unchanged.
It considers the possible elimination of the rules on voluntary beef labelling and raises the possibility of harmonising payment deadlinesof certain Rural Development measures with those of Direct Payments.
Already in 2004 the Commission submitted a report to the Council andthe European Parliament on the beef labelling part of Regulation(EC) No 1760/20005 that pointed out deficiencies of the voluntary beef labelling scheme.
