(b) if the sending State has no diplomatic mission and no other consular post in the receiving State, the provisions of subparagraphs(b) and(c) of paragraph 1 of this article shall apply.

Both the sending state and receiving state shall strengthen the political, economic and social pillars of the ASEAN Community by promoting the full potential and dignity of migrant workers in a climate of freedom, equity, and stability in accordance with the laws, regulations, and policies of respective ASEAN Member Countries;

However, discrimination shall not be regarded as taking place:(a) where the receiving State applies any of the provisions of the present Conventionrestrictively because of a restrictive application of that provision to its mission in the sending State;
Nevertheless, if the competent authorities of the receiving State have serious reasons to believe that the bag contains something other that the correspondence, documents, or articles referred to in paragraph 4 of this Article, they may request that the bagbe opened in their presence by an authorized representative of the sending State.
