The Open-ended Ad Hoc Working Group adopted the following agenda, on the basis of the provisional agenda contained in document UNEP/POPS/OEWG-NC.1/1.
At its closing plenary, on 8 February 1996, the Ad Hoc Working Group adopted its draft report(TD/B/WG.8/L.3) and authorized the Rapporteur to complete the text of the report in the light of the proceedings of the closing plenary.
In particular, the Ad hoc Working Group adopted a revised text of Article 12 on measures of enforcement of the Agreement(Annex I), revisions to Articles 10, 13 and 22 on the introduction of the new digital tachograph(Annex II), a new annex on the control device(Annex III), new provisions regarding amendment procedures(Annex IV) and additional distinctive numbers assigned to new Contracting Parties Annex V.

At its fourth and final session,held in April 1994, the Ad Hoc Working Group adopted a set of Indicative Elements for Consideration in the Formulation of Privatization Programmes, which reflects the lessons learned and insights gained from practical privatization experiences and lists guidelines and options for the formulation and implementation of privatization policies.
At the final plenary meeting, on 10 November 1995, the Ad Hoc Working Group adopted its final report on the work of UNCTAD on trade, environment and development, containing, inter alia, main findings and conclusions, recommendations at the national and international level, areas for future work and technical assistance(subsequently circulated in a preliminary version in TD/B/WG.6/L.7). The plenary endorsed the conclusions of the Third Year Review of the KPCS prepared by the ad hoc Working Group adopting 46 recommendations to strengthen the Kimberley Process.
The present report was prepared by the open-ended ad hoc working group and subsequently adopted by the Legal Subcommittee at its forty-fourth session.
