Ukraine calls upon those States to place all their nuclear activities under IAEA safeguards.
We hope that other countries of the Commonwealth of Independent States, first and foremost Kazakhstan and Ukraine,will soon accede to the NPT and place all their nuclear activities under IAEA safeguards.
In addition, the Conference calls on all States to submit all their nuclear activities, both current and future, to IAEA safeguards.
I should like to refer also to resolution GC(47)/RES/13, adopted by the General Conference of the International Atomic Energy Agency,which reaffirms the urgent need for all States in the Middle East to forthwith accept the application of full-scope Agency safeguards to all their nuclear activities.
The EU appeals to all States not party to the NPT to place all their nuclear activities under IAEA safeguards.
The Conference therefore calls upon those remaining States not party to the Treaty to accede to it, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices andto accept IAEA safeguards on all their nuclear activities.
The Conference also calls on all States not party to the Treaty to submit all their nuclear activities, both current and future, to IAEA safeguards.
We therefore wish to call once again on those remaining States not Parties to the Treaty to accede to the indefinitely extended NPT, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices andto accept IAEA safeguards on all their nuclear activities.
In the meantime, mutually agreed initiatives should be launched whereby the States of the region place all their nuclear activities under International Atomic Energy Agency(IAEA) safeguards.
Notes with satisfaction that in its report Main Committee III of the Conference recommended that the Conference call on those remaining States not parties to the Treaty to accede to it, thereby accepting an international legally binding commitment not to acquire nuclear weapons or nuclear explosive devices andto accept International Atomic Energy Agency safeguards on all their nuclear activities; See NPT/CONF.1995/MC. The Assembly called upon all countries of the region that had not yet done so to subject all their nuclear activities to the comprehensive safeguards regime of the International Atomic Energy Agency IAEA.
The call for those States remaining outside the Treaty on the Non-Proliferation of Nuclear Weapons(NPT) to accede to it and to accept International Atomic Energy Agency safeguards on all their nuclear activities is at variance with that principle.
Steps must be taken to ensure that States parties to the Treaty that had undertaken to subject all their nuclear activities to monitoring by the Agency would not be prevented from pursuing their socio-economic and technological development.

The United Nations General Assembly, in numerous resolutions on the subject of the establishment of a nuclear-weapon-free zone in the Middle East as well as on the subject of the risk of nuclear proliferation in the Middle East,has called upon all States in the Middle East that have not yet done so to place all their nuclear activities under full-scope IAEA safeguards.
It also calls on all States not parties to the Treaty with significant nuclear programmes to submit all their nuclear activities, both current and future, to the IAEA full-scope safeguards regime.
It emphasizes the need for all parties directly concerned seriously to consider taking the steps required for the implementation of the proposal to establish a nuclear-weapon-free zone in the region of the Middle East, and,as a means of promoting that objective, invites the countries concerned to adhere to the Treaty on the NonProliferation of Nuclear Weapons and place all their nuclear activities under Agency safeguards.
The call to those States remaining outside the NPT to accede to it andto accept International Atomic Energy Agency(IAEA) safeguards on all their nuclear activities is at variance with that principle and does not reflect current realities.
Emphasizing the need for all parties directly concerned to seriously to consider taking the practical and urgent steps required for the implementation of the proposal to establish a nuclear-weapon-free zone in the region of the Middle East in accordance with the relevant resolutions of the General Assembly and, as a means of promoting this objective, inviting the countries concerned to adhere to the Treaty and,pending the establishment of the zone, to agree to place all their nuclear activities under Agency safeguards.
The Conference calls on all States non-parties to renounce the nuclear-weapons option, to accede to the Treaty andto accept full-scope IAEA safeguards on all their nuclear activities as an important confidence-building measure and as a step towards the universality of the Treaty, thus enhancing international peace and security.
France has also continued to appeal to the States of the region that have not already done so to place all their nuclear activities under IAEA safeguards.
The Conference reaffirms the need for all States in the Middle East to accept forthwith the application of full-scope IAEA safeguards to all their nuclear activities, in accordance with article III of the Treaty, and as an important confidence-building measure among all States in the region and as an enhancement of peace and security in the context of the establishment of a nuclear-weapon-free zone.

The Conference reaffirms the urgent need for all States in the Middle East to accept forthwith the application of full-scope IAEA safeguards to all their nuclear activities as an important confidence-building measure among all States in the region and as an enhancement of peace and security in the context of the establishment of a nuclear-weapon-free zone.
Pending the establishment of such a zone in the region, States of the region should solemnly declare that they will refrain on a reciprocal basis from producing, acquiring or in any other way possessing nuclear weapons and nuclear explosive devices and from permitting the stationing of nuclear weapons on their territory by any third party, andagree to place all their nuclear activities under International Atomic Energy Agency safeguards" resolution S-10/2, para. 63 d.
We feel that the efforts of IAEA to establish safeguards in the Middle East emphasize the urgent need for all States in the region to agree to implement the IAEA safeguards regime with regard to all their nuclear activities as an important confidence-building measure and as an important step in promoting peace and security within the framework of nuclear-weapon-free zones.
