In view of the offer by the host Government regarding maintenance services and alteration and renovation of premises, the Advisory Committee noted that item 3 of the budget,premises and accommodation, could show some savings.
As can be seen from annex I to the report contained in document A/50/651/Add.1, the proposed revised requirements under premises($16.5 million) reflect a net increase of $2.9 million,resulting mainly from increased requirements under rental of premises($2.1 million), alteration and renovation of premises($1.0 million)and construction of prefabricated buildings $1.5 million.
Savings for the alteration and renovation of premises included an amount of $410,000 that was rolled over in document A/49/540/Add.3 for the following projects at the Pleso logistics base: minefield perimeter road and fence($70,000), vehicle wash-down facility($200,000) and environmental protection depot for petrol, oil and lubricants $140,000.
The increase of $221,200 under this heading is attributable mainly to the non-recurrent provision of $300,900 made for alteration and renovation of premises and maintenance services for installations used by UNFICYP on British-retained sites.
Additional requirements under alteration and renovation of premises($1,402,000) were attributable to the increased scope of the renovation programme implemented in the zonesand in Mogadishu to accommodate the relocated international staff renovation of facilities at Baledogle, repairs to buildings at the Embassy Compound, repairs at the Romanian and Pakistani contingents' hospitals, renovation of offices and mess facilities at the Mogadishu airport, renovation of storage facilities and rehabilitation of recreational facilities.
For the period from 1 January to 30 June 1996, provision is made for rental of the training centre and office accommodation($66,000), alteration and renovation of premises($25,000) and the purchase of stationeryand training supplies and aids $22,500.
The Committee notes, from paragraph 16 of annex II to the performance report, that savings under premises and accommodations are due not only to non-rental of several facilities and a lower level of acquisition of prefabricated buildings,but also to the incorrect recording of charges associated with alteration and renovation of premises to other budget line items, in particular maintenance supplies.
