The revision is intended to(a) clarify and explain more fully current concepts and definitions in international trade statistics, as necessary;(b) extend those concepts and definitions to cover new developments in international trade; and(c) harmonize them with current concepts and definitions in related areas,particularly national accounts, balance of payments and international trade in services.

Examples are the harmonization of the 2008 System of National Accounts(SNA) and the Balance of Payments and International Investment Position Manual, 6th edition(BPM6), the recording of imports and exports on a strict change of ownership basis and the guidance given on the treatment of merchanting.
The classifications and definitions are harmonized with those used in other statistical manuals, such as the System of National Accounts 2008,Government Finance Statistics Manual 2001, Balance of Payments and International Investment Position Manual, sixth edition, and the Handbook on Securities Statistics.
The issues were drawn from the existing methodological standards,such as the System of National Accounts 2008(2008 SNA), the Balance of Payments and International Investment Position Manual, Sixth Edition or the OECD Benchmark Definition of Foreign Direct Investment, Fourth Edition, and from the recent publications of the Economic Commission for Europe(ECE) on the impact of globalization on national accounts and on measuring global production.
The first part of this item will focus on the work of the UNECE Task Force(TF) on Global Production(TF), created to support the effective implementation of the System of National Accounts,2008(2008 SNA) and the Balance of Payments and International Investment Position Manual(BPM6) in respect to global production arrangements.
The recent updates of international guidelines, System of National Accounts 2008(SNA08) and Balance of Payments and International Investment Position Manual, sixth edition(BPM6), provide new guidance on a number of globalization topics, including goods sent abroad for processing and merchanting.
Transactions in originals and copies of IPPs and IPP services are recorded in the goods and services account of the balance of payments(BOP) and Chapter 10 of the Sixth Edition of the IMF's Balance of Payments and International Investment Position Manual(BPM) describes in which categories they are recorded.
SPEs(Chapter 4) are a particularly difficult area, both in terms of capturing the necessary information, and of compiling national accounts and national balance of payments and international investment position data both withand, for purposes of analyzing domestic economic and financial developments, without them.
The Expert Group supported the coordination structure of the drafting process, the division of labour, which included the support of experts from more than 40 countries,the production of a printed and a dynamic version of the guide, and the use of the draft chapters then available of the Compilation Guide for the sixth edition of the Balance of Payments and International Investment Position Manual(BPM6) for consistency purposes.
The SDMX sponsors mandated the European Central Bank, Eurostat and IMF to implement SDMX in statistics on balance of payments and foreign direct investment in accordance with the Balance of Payments and International Investment Position Manual,and mandated the European Central Bank, Eurostat and OECD to implement SDMX in national accounts in accordance with the System of National Accounts 2008.
Much of the work underlying this guide was undertaken to facilitate the adoption of the revised international standards for measuring economies: the System of National Accounts 2008(2008 SNA),the International Monetary Fund(IMF) Balance of Payments and International Investment Position Manual, sixth edition(BPM6) and the proposed European System of National Accounts 2010 2010 ESA.

The problem of differing definitions has recently been addressed through the publication of standard statistical definitions in two IMF guidebooks the sixth edition of the Balance of Payments and International Investment Position Manualand International Transactions in Remittances: Guide for Compilers and Users.
