Over 18 experts participated in the Conference as observers.
The following 20 States attended the Conference as observers: Colombia, Cyprus, Egypt, Eritrea, Ethiopia, Greece, Iraq, Kazakhstan, Kuwait, Latvia, Libyan Arab Jamahiriya, Oman, Poland, Romania, Saudi Arabia, Singapore, Thailand, Turkey, Ukraine and Viet Nam.

The Secretary-General of the United Nations, the International Committee of the Red Cross, the United Nations Development Programme and other relevant United Nations programmes and agencies, the International Federation of Red Cross and Red Crescent Societies, regional intergovernmental organisations andthe Cluster Munition Coalition may attend the Conference as observers.
The representatives of the following non-governmental organizations also took part in the work of the Conference as observers: Cluster Munition Coalition and Human Rights Watch.
Relevant international organizations or institutions andregional organizations may attend the Review Conference as observers.

For the first time an NGO Forum was held prior to the Conference with 23 international and16 local NGOs participating throughout the Conference as observers.
Also at the same plenary meeting, the Conference, in accordance with rule 63 of its rules of procedure,approved the requests for accreditation of the following three organizations to participate in the Conference as observers: the Caribbean Telecommunications Union, the South Pacific Tourism Organization and the Western and Central Pacific Fisheries Commission.
