Takes note of Commission for Social Development resolution 44/1, in this context invites Member States to undertake an initial identification of actions they have taken since the Second World Assembly on Ageing in 2002 as well as policy recommendations for the further implementation of the Madrid Plan of Action, and encourages regional commissions to identify modalities for conducting the regional review and appraisal, including best practices, with the aim of presenting this information to the Commission at its forty-fifth session in 2007;
Calls upon Member States that are Parties to the Convention to meet that requirement as soon as possible, and in that context invites the international community to assist developing countries in fulfilling that commitment;
Recognizes the need to mobilize adequate resources for enhancing South-South andtriangular cooperation, and in this context invites all countries in a position to do so to contribute in support of such cooperation to the United Nations Fund for South-South Cooperation and also to the Pérez-Guerrero Trust Fund for South-South Cooperation, in accordance with its resolution 57/263 of 20 December 2002, and to support other initiatives for all developing countries, including technology transfers among developing countries;
Recognizes that the implementation of The Strategy requires the mobilization of adequate, predictable and timely financial resources at both national andinternational level for its effective implementation and, in this context, invites the GEF to consider simplifying its funding procedures in order to ease the access by developing countries to GEF funding, and to report back to the COP on progress in this regard;
Recognizes the need to mobilize additional resources for enhancing South-South activities, and in this context invites donor countries, as well as developing countries in a position to do so, to contribute generously in support of such cooperation through, inter alia, the Perez-Guerrero Trust Fund for Economic and Technical Cooperation among Developing Countries and the Voluntary Trust Fund for the Promotion of South-South Cooperation, and decides to include the latter in the United Nations Pledging Conference for Development Activities;
Welcomes the preparation of hemispheric, regional andsubregional conferences on sustainable development, and in that context invites the Governments concerned to contribute to the special session the outcomes of such conferences;
Also recognizes the need to mobilize additional resources for enhancing South-South cooperation, and in this context invites the donor community, including Member States, to contribute generously to the United Nations Fund for South-South Cooperation and the Pérez-Guerrero Trust Fund for Economic and Technical Cooperation among Developing Countries, in accordance with its resolution 57/263 of 20 December 2002;
Also requests the Secretary-General to continue to strengthen the consolidated appeals process, making it more field-oriented, and to ensure that such appeals are based on specific priorities resulting from comprehensive and realistic projections of relief requirements for natural disasters andother emergencies requiring a coordinated response, and in this context invites all concerned operational and humanitarian organizations and agencies to cooperate and fully participate in the preparation of these appeals;
Reaffirms the recommendations stipulated in paragraphs 23 to 28 of the New Agenda concerning Africa's debt problem, and in that context invites the international community to address Africa's external debt crisis and debt problems of African countries, including continuing to give serious consideration to the proposal for the convening of an international conference on Africa's external indebtedness;
Reiterates its request to the Commission to complete phase I of its study leading to the identification of the highest paying civil service, andto report thereon to the General Assembly at its forty-ninth session, and in this context invites the Commission also to study all aspects of the application of the Noblemaire principle with a view to ensuring the competitiveness of the United Nations common system";
Requests the Secretary-General to continue to provide the Ad Hoc Committee with the facilities necessary for the performance of its work, and in that context invites the Secretary-General to reallocate resources to allow the United Nations Programme on Disability to provide support to the Ad Hoc Committee, in accordance with General Assembly resolution 57/229.
Welcomes the process of the Global Consultations on International Protection launched by the Office of the High Commissioner, which provides an important forum for open discussion on complex legal andoperational protection issues, and in this context invites African States to continue to participate actively in this process so as to bring their regional perspective to bear, thus ensuring that adequate attention is paid to concerns that are specific to Africa;

Stresses the special importance of having an enabling international economic environment through strong cooperative efforts by all countries andinstitutions to promote equitable economic development in the world economy, and in this context invites developed countries, in particular major industrialized countries, which have significant weight in influencing world economic growth, when formulating their macroeconomic policies, to take into account their effects in terms of the external economic environment favourable to growth and development, in particular of developing countries;
Stresses the special importance of creating an enabling international economic environment through strong cooperative efforts by all countries andinstitutions to promote equitable economic development in a world economy that benefits all people, and in that context invites developed countries, in particular major industrialized countries, which have significant weight in influencing world economic growth, when formulating their macroeconomic policies, to take into account whether their effects in terms of the external economic environment would be favourable to growth and development;
The Council therefore decided to extend the mandate of the Special Rapporteur for a further period of three years and, in this context, invited the mandateholder.
In the same vein, the Commission noted the"increasing coordination and cooperation" at the operational level between the United Nations funds and programmes and the international financial institutions, and in that context invited those institutions to ensure that"improved social outcome is incorporated into their programme of assistance.
At the same time the Committee underlined that these were two separate processes and, in this context, invited the Working Group of Senior Officials to review the dates for the Kiev Conference.
Welcoming the ongoing work of the Global Environment Facility to clarify itsfocal area strategies and operational programmes, and in this context inviting the Global Environment Facility Council to fully consider the potential for strengthened support of the Facility for sustainable forest management, including the option to establish a separate operational programme on forests, without prejudicing other operational programmes;
