So, I think we have an opportunity, for the sake of the credibility of the Conference on Disarmament.

And it may be those shortcomings that determine ultimately the credibility of the Conference in the future and our ability to engage in work.
However, yet other member States recommended that we should not produce a programme of work and said that current conditions were not conducive to securing consensus andthat another failure to reach consensus on a programme of work would add to frustration and reduce the credibility of the Conference.
This situation is undercutting the credibility of the Conference, as well as that of multilateralism in disarmament and arms control.
Distrustful emotional diagnosis amalgamated with exaggeration, pessimism andprejudgment can only aggravate the situation by undermining the credibility of the Conference without providing a reasonable alternative.
We believe that the responsibility for respecting the credibility of the Conference remains first and foremost with the secretariat of the Conference as the custodian of this body.
I have to be blunt-- as I have been many times before from this podium and the podium in New York-- and say to you that not only the credibility of the Conference is at risk; its very future is at risk.

Continuing with the current inaction would undermine not only the credibility of the Conference, but its very future and the peace and security of the world.
This situation should encourage us to act in concert so as tobe able to move forward together in our work if we really wish to preserve the relevance and the credibility of the Conference as the sole multilateral disarmament negotiating forum.
And it is our thinking that by this approach we can reestablish the credibility of the Conference as the forum which can follow the new trends in international security.
At the same time, by forcing the adoption of the Treaty by means of breaching the established procedures of the Conference on Disarmament, a very negative precedent was established with regard to the credibility of the Conference as the single multilateral negotiating body in the area of disarmament.
In this difficult situation,an encouraging sign has been the wish of delegations to maintain the credibility of the Conference and its existence as the sole multilateral negotiating forum for all matters relating to treaties on disarmament.
While I cannot state that the Conference is in a position to adopt its programme of work and start its substantive work at this time, I can nevertheless say that I sensed a distinct feeling of responsibility andutmost determination to preserve the credibility of the Conference, so that it may discharge its functions in the best possible way, as soon as the international circumstances allow.
For all these reasons, and because of the responsibility that we have as members of this Conference, my delegation remains hopeful that 2010 will be the year in which we can re-establish the credibility of the Conference and its raison d'être, taking decisions that go beyond the adoption of our programme of work and beginning our substantive work as soon as possible.
