Fifth International Conference of New or Restored Democracies on Democracy, Good Governance and Civil Society.
The same delegation inquired about what UNDP would be able to do in terms of follow-up to the Third International Conference of the New or Restored Democracies on Democracy Development.
The Fifth International Conference of New or Restored Democracies, on democracy, good governance and civil society, was held in Ulaanbaatar from 10 to 12 September 2003.
This year, Romania had the honour of hosting the Third International Conference of the New or Restored Democracies on Democracy and Development.
The representatives to the Bucharest Conference of the New or Restored Democracies on Democracy and Development recommend that a follow-up of the present recommendations be undertaken.
Welcomes also the work carried out by the follow-up mechanism to the Third International Conference of New or Restored Democracies on Democracy and Development;
We thank the Government of Romania for organizing the Third International Conference of New or Restored Democracies on Democracy and Development and also for hosting a meeting of experts in Bucharest last May as part of the follow-up process.

Follow-up to the Fifth International Conference of New or Restored Democracies, on democracy, good governance and civil society.
By its resolution 51/31, the General Assembly requested the Secretary-General, Member States, the appropriate specialized agencies and bodies of the United Nations system andother intergovernmental organizations to cooperate in the holding of the Third International Conference of New or Restored Democracies on Democracy and Development.
Reference was made to the Third International Conference of the New or Restored Democracies on Democracy and Development, held in Romania in September 1997.
Invites the Secretary-General, Member States, the relevant specialized agencies and bodies of the United Nations system,as well as other intergovernmental and non-governmental organizations, to contribute actively to the follow-up process of the Third International Conference of New or Restored Democracies on Democracy and Development;
The progress review and recommendations of the Third International Conference of New or Restored Democracies on Democracy and Development has been circulated by the Secretariat in document A/52/334.
By resolution 51/31 of 6 December 1996, the General Assembly invited the Secretary-General, Member States, the relevant specialized agencies and bodies of the United Nations system,as well as other intergovernmental organizations, to collaborate in the holding of the Third International Conference of the New or Restored Democracies on Democracy and Development.
Taking note of the progress review andrecommendations adopted by the Third International Conference of the New or Restored Democracies on Democracy and Development, held at Bucharest from 2 to 4 September 1997,A/52/334, appendix.
The Third International Conference of New or Restored Democracies on Democracy and Development, organized and hosted by the Romanian Government with the assistance of the United Nations Development Programme(UNDP), which was attended by representatives of 80 States and high officials of the United Nations system, culminated in the adoption of the final document, entitled"Progress review and recommendations" A/52/334, annex, appendix.

As a participant at the Third International Conference of the New or Restored Democracies on Democracy and Development held this year at Bucharest, Ukraine endorsed the final document of the Conference, entitled“Progress Review and Recommendations”.
My delegation also expresses its thanks to the Permanent Representative of Romania for circulating, in document A/52/334, the“Progress Review andRecommendations” of the Third International Conference of the New or Restored Democracies on Democracy and Development, held in Bucharest, Romania, from 2 to 4 September 1997.
Noting with satisfaction the holding of the Third International Conference of New or Restored Democracies on Democracy and Development at Bucharest from 2 to 4 September 1997, and the adoption of the document entitled"Progress Review and Recommendations"A/52/334, annex, appendix.
I have the honour to transmit herewith the text ofa“Code of Democratic Conduct”, which was recently finalized within the framework of the follow-up mechanism of the Third International Conference of New or Restored Democracies on Democracy and Development, which was held in Bucharest, from 2 to 4 September 1997 see annex.
The final document of the Third International Conference of the New or Restored Democracies on Democracy and Development, held at Bucharest, reiterated the great importance of the United Nations system in helping the new or restored democracies to meet the challenges before them.
Furthermore, this new dimension of international cooperation has been at the heart of the work of the Third International Conference of New or Restored Democracies on Democracy and Development, which has held from 2 to 4 September 1997 in Bucharest, Romania.
It also welcomes the outcome of the Bucharest Conference of New or Restored Democracies on Democracy and Development, as well as that of the International Conference on Governance for Sustainable Growth and Equity, organized with the active participation of the United Nations Development Programme UNDP.
Recalling also the document entitled“Progress Review andRecommendations”, adopted by the Third International Conference of New or Restored Democracies on Democracy and Development, held at Bucharest from 2 to 4 September 1997,A/52/334, appendix.
Notable among these conference are the Third International Conference of the New or Restored Democracies on Democracy and Development, held in Bucharest in September 1997, and the International Conference on Governance for Sustainable Growth and Equity, organized by the United Nations Development Programme(UNDP) and held in New York in July 1997.
This fundamental issue was deeply considered by the ministers and representatives of 77 countries and47 non-governmental organizations which participated in the Third International Conference of the New or Restored Democracies on Democracy and Development, which took place in Bucharest from 2 to 4 September 1997.
In my capacity as Chairman of the Third International Conference of the New or Restored Democracies on Democracy and Development, held at Bucharest from 2 to 4 September 1997, I have the honour to transmit the document entitled"Progress Review and Recommendations" adopted by the participants in the Conference, by consensus.
The draft resolution also takes note of important new documents adopted in international forums, namely the Progress Review andRecommendations adopted at the Third International Conference of New or Restored Democracies on Democracy and Development and the Universal Declaration on Democracy adopted by the Inter-Parliamentary Council.
The report describes recent international events on democratization and governance,including the Third International Conference of the New or Restored Democracies on Democracy and Development and the International Conference on Governance for Sustainable Growth and Equity, as well as the activities of the United Nations and the Organization's suggestions and recommendations to strengthen and promote the worldwide process of democratization.
