In 2000 a Concept for further Development of Inland Water Transport has been adopted by the Ministry of Transport, Posts and Communication.
In 2007, the UNECE Inland Transport Committee endorsed this decision in Resolution No. 258 entitled"Supporting Further Development of Inland Water Transport" ECE/TRANS/192, Annex II.
The White Paper will assess the development of inland water transport since 1996 when the first UNECE White Paper was published.
Its goal is to suggest a possible approach towards further development of inland water transport(IWT) infrastructure in the ECE region and elaborate the proposals on concrete joint actions by the institutions involved in IWT promotion and development. .
The Committee further noted that the Working Party amended its programme of work for 2008-2012 to reflect the priority areas,identified in the ITC Resolution No. 258,"Supporting Further Development of Inland Water Transport.
The priorities of reconstruction and development of the basin communication networks are defined in Concept for the Development of Inland Water Transport of the Russian Federation, approved by the Government on 3 July 2003.
The publication of a second White Paper was included in an action plan for the implementation of the decisions of the conference andendorsed at the sixty-ninth session of the UNECE Inland Transport Committee in February 2007 Resolution No. 258 entitled"Supporting Further Development of Inland Water Transport.
The Commission, having noted with satisfaction the recommendations of the regional policy-level meeting on sustainable development of inland water transport, held at Nanjing, China, in September 1998, urged concerned regional members and associate members to.
The Working Party also noted that, in addition to these two activities, SC.3, assisted by SC.3/WP.3, finalized in 2011 the White Paper on Efficient and Sustainable Inland Water Transport in Europe,which contained strategic policy recommendations for the development of inland water transport at the pan-European level.
The goal of the final chapter is to identify a pan-European vision for the development of inland water transport in the areas analyzed in the previous chapters(inland water transport policies and institutional and regulatory frameworks), as well as to describe a process towards making this vision work.
The Pan-European Conference on inland waterway transport held on 13 and14 September 2006 in Bucharest which was followed up by Resolution No. 258“Supporting further development of inland water transport” adopted by ITC on 8 February 2007.
Keeping in mind a call by the Rotterdam Conference for elimination of legislative obstacles to the development of inland water transport in Europe, the Working Party may also wish to undertake an analysis of the implementation of UNECE Conventions in force in the field of inland navigation, i.e.

In accordance with this decision, on the second day of the session, the secretariat will organize a half-day expert discussion on an optimal approach towards further development of inland water transport(IWT) infrastructure in the ECE region and elaborate the proposals on concrete joint actions by the institutions involved in IWT promotion and development. .
The Bureau noted the paper prepared by the SC.3"Group of Volunteers on Legislative Obstacles" on"Inventory of existing legislative obstacles that hamper the establishment of a harmonized and competitive pan-European inland navigation market" andunderlined the importance of this document for the development of inland water transport policy in Europe.
Based on the information provided by the secretariat,the Working Party noted a satisfactory progress in the implementation of ITC Resolution No. 258 on"Supporting Further Development of Inland Water Transport" and the annexed Plan of Action to implement the decisions of the 2006 Bucharest Pan-European Conference on Inland Water Transport. .
The Committee also adopted Resolution No. 258 on"Supporting Further Development of Inland Water Transport" where it requested the Working Party on Inland Water Transport to proceed with carrying out of the Action Plan for the implementation of the decisions taken by the Bucharest pan-European Conference on Inland Water Transport and to amend its Programme of Work for the period 2007-2011 accordingly Ece/trans/192, para. 82 and Annex II.
Based on this discussion and on the subsequent input from Governments, the UNECE Inland Transport Committee adopted at its sixty-ninth session, resolution No. 258 on"Supporting Further Development of Inland Water Transport"(ECE/TRANS/192, annex II). The annex to this resolution contains a Plan of Action for the implementation of the decisions taken by the pan-European Conference on Inland Water Transport. .
The Committee also adopted Resolution No. 258 on"Supporting Further Development of Inland Water Transport" where it requested the Working Party on Inland Water Transport to proceed with carrying out of the Action Plan for the implementation of the decisions taken by the Bucharest pan-European Conference on Inland Water Transport and to amend its Programme of Work for the period 2007-2011 accordingly Ece/trans/192, para. 82 and Annex II.
Advisory missions as follows: two each on land transport development and facilitation, shipping and port development, international logistics and multimodal transport, and HIV/AIDS prevention and care in the transport industry; one each on participatory planning of rural infrastructure,an integrated approach to transport planning, development of inland water transport and strengthening national capabilities in tourism development; and technical assistance on integration of non-motorized transport into urban transport; .
As a result, in February 2007 the UNECE Inland Transport Committee adopted Resolution No. 258 on"Supporting Further Development of Inland Water Transport", which contained a plan of action for the implementation of the conference decision(ECE/TRANS/192, annex II) and which led to modification of the SC.3 programme of work ECE/TRANS/SC.3/178, para. 34.
The White Paper on Efficient and Sustainable Inland Water Transport in Europe,which contains strategic policy recommendations for the development of inland water transport at the pan-European level was finalized in 2010, endorsed by the ITC in March 2011, and complemented with a special supplement presenting the situation of inland water transport in the United States of America.
Establish or strengthen appropriate centres and institutional capacity to undertake studies and research to identify physical andinstitutional bottlenecks that are hindering the efficient development and operation of inland water transport, and to promote human resources development to address those deficiencies.
