As for"Convention Plus", the European Union had taken note of the Framework for Durable Solutions developed by UNHCR, which was based on three distinct and complementary tools, namely the"4 Rs"(repatriation, reintegration, rehabilitation and reconstruction),DAR(development assistance for refugees) and DLI(development through local integration), and was intended to promote self-reliance of refugees and returnees and to support the economies of the communities in which they were living.
The UNHCR Framework for Durable Solutions2 consolidates information on the background, policy development and initial operational activities under three key concepts: development assistance for refugees(DAR); repatriation, reintegration,rehabilitation and reconstruction(4Rs); and development through local integration DLI.
Finally, the Director appealed to donors for greater support for voluntary repatriation programmes in Burundi, Liberia and Southern Sudan, as well as for local integration and self-reliance strategies such asDAR(Development Assistance for Refugees) and DLI(Development through Local Integration) to improve the standards of protection and assistance in protracted refugee situations.
The search for durable solutions had to become more systematic and to begin at the outset of each new refugee crisis. With that in mind, UNHCR had developed a Framework for Durable Solutions, whose main elements were the promotion of development assistance for refugees(DAR), repatriation, reintegration,rehabilitation and reconstruction(the"4Rs"), and development through local integration DLI.
UNHCR's Framework for Durable Solutions, made available at various UNHCR meetings in 2003, consolidates information on the background, policy development and initial operational activities relating to three key concepts: Development Assistance for Refugees(DAR); Repatriation, Reintegration,Rehabilitation and Reconstruction(4Rs); and Development through Local Integration DLI.
His delegation noted with interest the High Commissioner's report on strengthening the capacity of the Office and the"Convention Plus" initiative to promote burden-sharing and seek durable solutions, and expressed its support for the framework for durable solutions,including repatriation, reintegration, rehabilitation and reconstruction, development assistance for refugees, and development through local integration.
