Study on the assistance available to andmeasures that may be taken by developing States to realize the benefits of sustainable and effective development of marine resources and uses of the oceans.
Thus, the main prerequisite for the implementation of any of the measures intended to realize the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction is improved governance at the national level, with project management know-how, which facilitates the receipt of available assistance.
Sri Lanka would also like to refer to the study prepared by the Secretariat, which is contained in document A/63/342, with regard to the assistance available to, and measures that may be taken by,developing States to realize the benefits of the sustainable and effective development of marine resources and the uses of oceans.
The replies received have identified challenges faced andmeasures taken in realizing the benefits of the sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.
In addition to those referred to above, a number of other reports of the Secretary-General address the availability of assistance to and measures that may be taken by developing States, in particular the least developed States and small island developing States, as well as coastal African States,in the context of realization of the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.
Listed below are suggestions for measures to be adopted by developing States in order torealize the benefits of the sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.
The Secretary-General will also submit to the General Assembly at its sixty-third session, pursuant to resolutions 61/222 and 62/215, a study on the assistance available to and measures that may be taken by developing States, in particular least developed countries and small island developing States,as well as coastal African States to realize the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.

Available assistance to and measures that may be taken by developing States, in particular the least developed States and small island developing States, as well as coastal African States,to realize the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.
The review of their responses revealed the presence of certain common key elements for the realization by developing States of the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.
Also, the approach taken was to include measures that address the broadest possible range of issues that may have a direct andindirect impact on the realization of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction.
The measures that may be taken by developing States, in particular the least developed States and small island developing States, as well as coastal African States,to realize the benefits of sustainable and effective development of marine resources and uses of the oceans within the limits of national jurisdiction, organized by categories of activities.

In this regard, the Maldives welcomes the study prepared by the Secretariat on the assistance and measures available to developing States, least developed countries, small island developing States andcoastal African States in their efforts to realize the benefits of sustainable and effective development of marine resources and use of the oceans within their national jurisdictions, contained in document A/63/342.

The Code would set out voluntary guidelines andinternational standards for responsible practices with a view to ensuring the effective conservation, management and development of marine resources in harmony with the ecosystem and biodiversity.
As a large developing coastal State, China, like other members of the international community, attaches great importance to the peace, tranquillity andstability of the seas, the effective and sustained utilization of marine resources, the study and development of ocean science and the protection of the marine environment.
Efforts will be made to promote the development of marine high technologies, ocean-related appropriate technologies, basic oceanographic research and applied research so as to expedite the application of research results to marine and ocean-related operations and industries, to serve the rational exploitation of marine resources and effective protection of the marine environment and to ensure the safety of offshore operations.
Chapter 17 of Agenda 21, adopted at that Conference, refers to the Convention's provisions on the rights andduties of States and on the most effective methods of ensuring sustainable development of the marine and coastal environment with a view to the protection and conservation of marine resources.
More effective management of marine resources and more systematic observation of maritime and coastal phenomena could contribute to sustainable development.
We believe thatthe building of marine capacity and the transfer of technology are essential elements for developing countries that will enable them to play a more effective role in the management and preservation of marine resources and to benefit from the sustainable development of oceans and seas.
Encourages coastal States to enhance their national capacity and establish or improve their marine management systems in order to promote integrated marine management, the protection of the marine environment and ecosystem,and the sustainable development and utilization of marine resources, and invites the relevant agencies of the United Nations system and regional organizations to take effective measures to assist the coastal States in this regard;
Urges the administering Power, in cooperation with the territorial Government, to take effective measures to safeguard and guarantee the inalienable right of the people of Montserrat to own and dispose of the natural resources of the Territory, including marine resources, and to establish and maintain control over the future development of those resources; .

That exposition constituted a global showcase of the effective use and development of the world's marine resources for the achievement of a better quality of life for all our peoples.
