To invite Parties to provide comments on their experience using the electronic system for reporting to the Secretariat by 31 December 2007;
To develop a users manual for the electronic system for reporting and distribute it widely to facilitate the process for reporting pursuant to Article 15;
Suggestions were made to field test the electronic system for reporting and to maintain the hard copy format until all Parties could use the electronic system reliably.

To encourage Parties that have not used the electronic system for reporting to do so;
Representatives expressed support for the establishment of an electronic system for reporting pursuant to Article 15 of the Convention, noting that due consideration would need to be given to Parties for which electronic reporting might be difficult in the initial stages.
To continue to provide guidance to parties on the use of the electronic system for reporting, including through workshops and webinars;
By paragraph 6(c) of decision SC-5/16, the Conference of the Parties also requested the Secretariat to further improve the electronic system for reporting, taking into account possible synergies with the Basel Convention on the Control of Transboundary Movements of Hazardous Wastes and Their Disposal and other relevant processes, in time for it to be used by parties for the submission of their third national reports pursuant to Article 15 of the Convention.
