Furthermore, the Islamic Republic of Iran presently participates in various action teams that are being organized to implement the recommendations of the ThirdUnited Nations Conference on the Exploration and Peaceful Uses of Outer Space(UNISPACE III). In this connection, the Islamic Republic of Iran contributes jointly with the Syrian Arab Republic as the chair of action team 1 to develop a worldwide environmental monitoring strategy.
The Committee noted with satisfaction that the Action Team on an Environmental Monitoring Strategy had met during the forty-eighth session of the Committee and that some members of the Action Team on Sustainable Development had also participated in that meeting.
Which was fully prepared to participate in the work of the Committee and to cooperate with the relevant United Nations bodies,was making an active contribution to the work of the action teams on a worldwide environmental monitoring strategy and on the rational use of natural resources.
The implementation of the recommendations of UNISPACE III to develop a comprehensive, worldwide environmental monitoring strategy(recommendation 1) and to improve the management of the Earth's natural resources(recommendation 2) would involve the use of satellites to facilitate access to and disseminate information.
These actions include, among others, maximizing the benefits of the use and applications of global navigation satellite systems to support sustainable development, improving medical and public health services through theuse of space technologies, developing a comprehensive, worldwide environmental monitoring strategy and improving the management of the Earth's natural resources.
The Committee noted with satisfaction that, during its fiftieth session, the Action Teams on the Environmental Monitoring Strategy, on Public Health, and on Sustainable Development had met, and that the Action Team on Public Health had advanced its work, including through the establishment of a Web portal to facilitate the exchange of information.
In that direction, the Islamic Republic of Iran participates in the activities of the action teams to implement the recommendations of UNISPACE III as a member and,in particular, co-chairs the Action Team on Environmental Monitoring Strategy, jointly with the Syrian Arab Republic and the Russian Federation, to develop a comprehensive worldwide environmental monitoring strategy.
The action teams established in 2001 had taken up issues relating to disaster management, environmental monitoring strategy, management of Earth's resources, weather and climate monitoring, public health, promotion of sustainable development, space-based navigation and positioning systems, capacity-building and increasing public awareness of the importance of space activities.
Following the successful review of the implementation of the recommendations of the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space(UNISPACE III)in 2004, COPUOS should continue to make progress in the development of a worldwide environmental monitoring strategy; protection of the environment and resource management; use of global navigation satellite systems to support sustainable development; telemedicine; and optimal use of space-based services for disaster management.
To meet the challenges of managing the environment, the Action Team on the Environmental Monitoring Strategy proposed a multi-year work plan to launch a space-based worldwide strategy for environmental monitoring to ensure sustainable use of ecosystems and to promote regional cooperation on critical environmental issues, while supporting current and future initiatives on Earth observations.
In 2001, the Committee on the Peaceful Uses of Outer Space established 11 action teams under voluntary chairmanship of member States to implement recommendations of UNISPACE III on the following issues: environmental monitoring strategy; natural resource management; weather and climate forecasting; public health; disaster management; global navigation satellite systems(GNSS); sustainable development; near-Earth objects; capacity-building; increasing awareness; and innovative funding sources.
The Working Group noted with appreciation that the action teams on an environmental monitoring strategy(recommendation 1), management of natural resources(recommendation 2), weather and climate forecasting(recommendation 4), disaster management(recommendation 7), global navigation satellite systems(recommendation 10), capacity-building(recommendation 17) and increasing awareness(recommendation 18) had presented their final reports to the Subcommittee see para. 60 of the report of the Subcommittee.
Follow-up actions to be undertaken as part of the implementation of recommendations of UNISPACE III,in particular in the areas of environmental monitoring strategy, management of natural resources, integrated global observing strategy, weather and climate forecasting, public health, disaster management, sustainable development, capacity-building and increasing awareness(recommendations 1-4, 6, 7, 11, 17 and 18), could complement and create synergies with the efforts to develop and operate such an Earth observation network of systems.
The experience of those target countries that have prepared and are implementing such integrated environmental monitoring strategies should be made available to other target countries.
It is also important to give particular attention in integrated environmental monitoring strategies to monitoring water quality and quantity in transboundary watercourses and international lakes.
In their assessmentof the current situation, the action teams emphasized the usefulness of space technologies for decision-making in areas relating to environmental monitoring strategies, the management of natural resources, public health, disaster management and sustainable development.
It is recommended that the target countries consider preparing andimplementing integrated environmental monitoring strategies which would create a framework for coordination of specialized monitoring networks e.g., water, air, soil, forests, biodiversity, noise and waste.
In order to increase awareness in the international community of the effective application of space science and technology in economic, social and cultural development,the programme supported action teams addressing environmental monitoring strategies, near-Earth objects, disaster management and Global Navigation Satellite Systems* in 48 countries, 14 United Nations system organizations and 20 intergovernmental and non-governmental organizations.
Through the provision of continuous support to the action teams, results were achieved in the areas of environmental monitoring strategies, management of natural resources, weather and climate forecasting, public health, disaster management, global navigation satellite systems, sustainable development, near-Earth objects, capacity-building, increasing awareness, innovative funding sources and arrangements and knowledge-sharing through the promotion of universal access to space-based communication services.
Various global initiatives on Earth observations indicate that the development of an integrated, comprehensive,sustainable strategy for environmental monitoring is an issue on which the global community is currently focusing.
Georgia's Ministry of Environment, in cooperation with other agencies, has drafted a strategy to strengthen environmental monitoring to be implemented in stages through 2010- however, funding for this initiative remains uncertain.
They underlined its particular role in the future as facilitator to achieve the environmental monitoring and information management objectives of the EECCA Environmental Strategy.
