The non-governmental organizations participating in the Symposium adopted a final declaration as well as action-oriented proposals andelected a new 11-member European Coordinating Committee for NGOs on the Question of Palestine and one honorary member.
Statements had also been made by the Chairman of the European Coordinating Committee for NGOs on the Question of Palestine and by the Chairman of the International Coordinating Committee for NGOS on the Question of Palestine.
The event was co-organized by the Council of Europe; the Commission nationale consultative des droits de l'homme of France,the current Chair of the European Coordinating Group of National Institutions; and the German Institute for Human Rights.
At the suggestion of the European Coordinating Committee for NGOs on the Question of Palestine, the Bureau had been in contact with the European Parliament in Brussels with a view to exploring the possibility of holding the Conference there.
The event was co-organized by the French National Consultative Commission for Human Rights,President of the European Coordinating Group of National Institutions, and the German Institute for Human Rights.
On 12 April 2005, the NI Unit participated in the meeting of the European Coordinating Group, held in Geneva during the sixteenth session of ICC, which discussed issues such as human rights and the fight against terrorism, trafficking of human beings, racism and cooperation with the Council of Europe, OSCE, the European Union and OHCHR.
On 20 July 2005, the NI Unit attended a meeting in Paris to enhance concerted action on the part of OHCHR,the Council of Europe and the European Coordinating Group regarding the establishment of NHRIs in States members of the Council of Europe.
Other opening statements were made by Mr. Stephen Day, Chairman of the European Coordinating Committee for Non-Governmental Organizations on the Question of Palestine and Don Betz, Chairman of the International Coordinating Committee for Non-Governmental Organizations on the Question of Palestine.
He had addressed the opening session on behalf of the Committee;the Permanent Observer for Palestine to the United Nations Office at Vienna and the Chairman of the European Coordinating Committee for NGOs on the Question of Palestine had also made statements.
Messages were received from the following non-govern-mental organizations: European Coordinating Committee for NGOs on the Question of Palestine, Federación Palestina del Perú, Indo-Arab Friendship Association and International Progress Organization.
At the conclusion of the Meeting, the participants elected the new International Coordinating Committee of Non-Governmental Organizations on the Question of Palestine and the European Coordinating Committee of Non-Governmental Organizations on the Question of Palestine.
Mr. Stephen Day, a member of the Council for the Advancement of Arab-British Understanding and Chairman of the European Coordinating Committee for NGOs on the Question of Palestine, discussed the setting in which the development of the Palestinian economy had taken and was currently taking place, as well as the factors, which influenced that process.
In 2007, the United Nations Deputy High Commissioner for Human Rights highlighted the efforts led by DIHR to help nurture national human rights institutions around the world, andits important role within the context of the European Coordinating Committee of National Institutions.
On 16 February 2005, the NI Unit participated in the meeting of the European Coordinating Group of National Institutions, hosted by the Commission nationale consultative des droits de l'homme in Paris, and met with the Agence intergouvernementale de la Francophonie to strengthen cooperation between the NI Unit and the Agence.
The Center works with the Palestinian Non-Governmental Organizations Network, the Habitat International Coalition,the Child Rights Information Network, the European coordinating committee of NGOs on Palestine and the International Council of Voluntary Agencies, among others.
The European Coordinating Committee of National Human Rights Institutions during their meeting held in Dublin on 14 October 2005, noted the importance of reinforcing the accreditation process of national institutions so that it directly affects their legitimacy, credibility and visibility at the international level.
The SCA encouraged the ETC to seek advice and assistance from the Office of the United Nations High Commissioner for Human Rights(OHCHR) and the European Coordinating Committee in its efforts to ensure that the enabling legislation would be in full compliance with the Paris Principles.
Mr. Morten Kjaerum, Director of the Danish Centre for Human Rights and Chair of the European Coordinating Committee of National Human Rights Institutions, said that national human rights institutions were uniquely placed to act as a bridge between local and international actors in addressing national human rights concerns and were able to communicate directly with minority communities and State authorities on minority concerns.
The programme for the meeting was formulated by the Committee in consultation with the members of the International Coordinating Committee for NGOs on the Question of Palestine(ICCP) and of the European Coordinating Committee for NGOs on the Question of Palestine(ECCP) at a preparatory meeting held in New York on 27 and 28 February 1995.
The programmes for the Symposium andthe Meeting were elaborated by the Committee in consultation with the European Coordinating Committee for Non-Governmental Organizations on the Question of Palestine and the International Coordinating Committee for Non-Governmental Organizations on the Question of Palestine at a preparatory meeting held at the United Nations Office at Geneva on 5 and 6 April 1993.
The opening session was also addressed by the Permanent Observer of Palestine to the United Nations at Vienna, Mr. Faisal Aweidah, who read out a message from Mr. Yasser Arafat, Chairman of the Executive Committee of the Palestine Liberation Organization, and by Mr. Bernard Mills,Chairman of the European Coordinating Committee for NGOs on the Question of Palestine, who served as moderator of the Symposium.
The Subcommittee welcomed the attendance of representatives of the secretariat of the Network of African National Human Rights Institutions,the secretariat of the Asia Pacific Forum, the European Coordinating Committee and the International Coordinating Committee representative in Geneva, as well as the attendance of a representative of the Network of National Institutions for the Promotion and Protection of Human Rights of the Americas at its October session.
The programme for the meeting was formulated by the Committee on the Exercise of the Inalienable Rights of the Palestinian People in consultation with the International Coordinating Committee for Non-Governmental Organizations on the Question of Palestine and the European Coordinating Committee for Non-Governmental Organizations on the Question of Palestine at a preparatory meeting held at Geneva on 21 and 22 February 1994.
Similarly, under agenda item 18(b) of the sixty-first session of the Commission,the President of the European Coordinating Group of National Human Rights Institutions supported, in accordance with the report of the Secretary-General on enhancing the participation of human rights institutions in the work of the Commission submitted to the sixty-first session(E/CN.4/2005/107), a broader and strengthened participation by NHRIs in the agenda of the Commission.
