As a principal sponsor of resolutions 47/192,48/194 and 49/121, through which the General Assembly convened the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, the United States commends the Conference for achieving its difficult goal and adopting a well-balanced Agreement by consensus.
The United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks concluded its proceedings with the adoption of the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservationand Management of Straddling Fish Stocks and Highly Migratory Fish Stocks. .
Enhance the participation of developing States in regional fisheries management organizations,including through facilitating access to fisheries for straddling fish stocks and highly migratory fish stocks, in accordance with article 25, paragraph 1(b), of the Agreement, taking into account the need to ensure that such access benefits the States concerned and their nationals;
The United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks concluded its substantive work on 4 August with the consensus adoption of an Agreement for the Implementation of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservationand Management of Straddling Fish Stocks and Highly Migratory Fish Stocks. .
For Paraguay, as a country without a coastline, and in the context of the Convention on the Law of the Sea, adopted at Montego Bay,feels that the Agreement for the Implementation of the Provisions of the Convention Relating to Straddling Fish Stocks and Highly Migratory Fish Stocks, as well as the question of large-scale pelagic fishingand the effect that it has on the living marine resources in all oceans and seas of the world, are particularly significant.
In August 1995, the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks which had been convened by the General Assembly, had reached an agreement for implementation of the provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 concerning the conservation and management of straddling fish stocks and highly migratory fish stocks. .
In addition, FAO indicated that the 1995 Fish Stocks Agreement was being considered by all FAO regional fishery bodies for which straddling fish stocks and highly migratory fish stocks were of importance, in order to ensure that members of those bodies were fully conversant with the scope, objectives and importance of the Agreement in their respective areas.
The resumed Review Conference,concerned that some straddling fish stocks and highly migratory fish stocks continue to be overexploited or depleted, determined that implementation of the Agreement would be further strengthened by additional recommendations that build on the 2006 outcomes and, in some cases, address new issues relevant to strengthening the substance and methods of implementing the provisions of the Agreement.
Another important development related to the implementation and application of the provisions of the Convention is that on 4 August this year the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, which had been meeting for three years, reached the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks. .
The UNITED NATIONS CONFERENCE ON STRADDLING FISH STOCKS AND HIGHLY MIGRATORY FISH STOCKS will reconvene its sixth session on Monday, 4 December 1995 at Headquarters for the signature of the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Mi-gratory Fish Stocks(adopted on 4 August 1995) and the Final Act of the Conference.
In particular, it used annex I of the negotiating text prepared by the Chairman of the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks as the basis for elaborating the minimum data requirements for high-seas fisheries, which are relevant to the conservation of fish stocks as referred to in Article 119(2) of the 1982 United Nations Convention on the Law of the Sea.
The UNITED NATIONS CONFERENCE ON STRADDLING FISH STOCKS AND HIGHLY MIGRATORY FISH STOCKS will reconvene its sixth session on 4 December 1995 at Headquarters for the signature of the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks(adopted on 4 August 1995)and the Final Act of the Conference.
In its resolutions on large-scale pelagic drift-net fishing,on the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks, on fisheries by-catchand discards, and on unauthorized fishing in zones of national jurisdiction, the General Assembly has specifically noted the competence of FAO in these questions as they relate to the implementation of the Convention.
Deploring the fact that fish stocks, including straddling fish stocks and highly migratory fish stocks, in many parts of the world are overfished or subject to sparsely regulated and heavy fishing efforts, as a result of, inter alia, unauthorized fishing, inadequate flag State control and enforcement, including monitoring, control and surveillance measures, inadequate regulatory measures, harmful fisheries subsidies and overcapacity.
Furthermore, other recent endeavours,including the 1995 Agreement on straddling fish stocks and highly migratory fish stocks and the work of the United Nations Conference on Environment and Development, reflect the determination of the international community to develop and strengthen the global legal order for the sustainable development of the living and non-living resources of marine and coastal waters.
On 22 April 1993, at its 4th meeting, the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks appointed, in accordance with rule 5 of its rules of procedure, a credentials committee composed of the representatives of the following States: Antigua and Barbuda, Argentina, Burundi, China, Kenya, New Zealand, Papua New Guinea, Russian Federation and United States of America.
Pursuant to General Assembly resolution 47/192, the United Nations Conference on Straddling Fish Stocks and Highly Migratory Fish Stocks was convened in 1993and completed its work in 1995 with the adoption of the Agreement for the Implementation of the Provisions of the United Nations Convention on the Law of the Sea of 10 December 1982 relating to the Conservation and Management of Straddling Fish Stocks and Highly Migratory Fish Stocks the Agreement.
