Although this Framework Code is mainly about NH3 emission, there are interactions between this and other nitrogen transformations, losses and crop uptake which must be considered together.
He drew attention to the sections in the Gothenburg Protocol that addressed NH3: article 3, items a and b; annex II, table 3; annex IX;and the references for the Framework Code and Guidance Document.
He will also present the revised ECE Framework Code for Good Agricultural Practice for Reducing Ammonia Emissions(ECE/EB. AIR/2014/8) for adoption by the Executive Body.
The Expert Panel on the Mitigation of Agricultural Nitrogen met in Berlin on 27 September 2012 anddiscussed a strategy to update the Framework Code for Good Agricultural Practice for Reducing Ammonia.
A questionnaire on the Framework Code had been circulated and returned to the co-chairs of the panel, along with several offers of support in the further development of the document.
It also suggested continuing the work of the ammonia expert group in order to prepare a framework code of good agricultural practice and to address the uncertainties identified by the workshop.

The Task Force noted that it might not be able tocomplete the scientific and technical review of annex IX of the Gothenburg Protocol and the Framework code of good agricultural practice for reducing NH3 by the end of 2009.
The Framework Code of Good Agricultural Practice for Reducing NH3(EB. AIR/WG.5/2001/7) should be updated and consideration be given to future updates of the Guidance document on control techniques for preventing and abating emissions of NH3(EB. AIR/WG.5/2007/13);
Due to the time needed to ensure a comprehensive and consistent Framework Code document and associated appendix, the nature of potential funding was discussed at the meeting.
The Framework Code would also be drafted to be consistent with the content of the Guidance Document on Preventing and Abating Ammonia Emissions from Agricultural Sources, which had been approved by the Executive Body at its thirty-first session(Geneva, 11- 13 December 2012) ECE/EB. AIR/120.
The Chairman of the Working Group reminded Parties of the need to transpose the Framework Code of Good Agricultural Practices to the national level and noted that experts were available to assist with this if necessary.
Description/objectives: A framework code of good agricultural practice identifying the best available control options and techniques to reduce ammonia emissions from agriculture will be prepared by the ammonia expert group led by the United Kingdom, as a basis for Parties to draw up national codes and generally to better quantify the links between recommended control options/techniques and resulting ammonia emissions.
However, based on the resources currently available to the Expert Panel partners,it is planned that the final proposed revision of the ammonia framework code would be provided to the Working Group on Strategies and Review in 2015 for approval and adoption by the Executive Body in 2016.
The Task Force agreed to revise the UNECE Framework Code for Good Agricultural Practice for Reducing Ammonia(EB. AIR/WG.5/2001/7), hereinafter the Framework Code, which was used as guidance for the national advisory codes. .
An advisory code of good agricultural practice to control ammonia emissions shall be established, published and disseminated,based on the Framework Code for Good Agricultural Practice for Reducing Ammonia Emissions, adopted by the Executive Body at its nineteenth session(EB. AIR/WG.5/2001/7) and any amendment thereto.
The Task Force agreed that the"UNECE Framework Code for Good Agricultural Practice For Reducing Ammonia" should include a section on low-emission manure processing and composting systems, as the importance of such systems was growing and those systems could be significant sources of ammonia emissions.
It is intended that the update will be undertaken in two phases-- the first will bring the Framework Code in line with the Guidance Document on Preventing and Abating Ammonia Emissions from Agricultural Sources; the second will develop the more detailed appendix.
