Framework for regional technical cooperation in the Asia-Pacific region.
Having reviewed the progress achieved so far in implementing the Framework for Regional Technical Cooperation in the Asian and Pacific region.
Call upon the Office of the High Commissioner for Human Rights to establish a Bulletin Board on the regional technical cooperation activities under the Framework for Regional Technical Cooperation;
Recalling the important contributions made by previous workshops andin particular the Framework for Regional Technical Cooperation agreed to at the Tehran workshop, held from 28 February to 2 March 1998.
Recalling that at the New Delhi Workshop the Office of the High Commissioner was called upon, inter alia, to develop andimplement the proposals made at that Workshop in the four areas of the Framework for Regional Technical Cooperation.
UNDP is also supporting the event,which is part of the implementation programme for the Framework for Regional Technical Cooperation for the Asia-Pacific region see para. 17 below.
During the Tehran Workshop in 1997, a framework for regional technical cooperation was adopted to develop, inter alia, strategies for the realization of the right to development and economic, social and cultural rights.
Welcome the proposal made by the Office of the High Commissioner for Human Rights to continue the implementation of the Framework for Regional Technical Cooperation for the Asian and Pacific Region;
This Framework for Regional Technical Cooperation, focusing on practical steps to enhance the promotion and protection of human rights, marks the workshop's contribution to the Fiftieth Anniversary of the Universal Declaration of Human Rights;
This constitutes the second biennial programme of actionadopted by member States of the Asian and Pacific region since the Tehran Framework for Regional Technical Cooperation in the Asian and Pacific Region was adopted in 1998.
Endorses the conclusions of the sixth workshop, including the Framework for Regional Technical Cooperation in the Asian and Pacific Region(E/CN.4/1998/50, annex II) adopted at the workshop to strengthen national capacities for the promotion and protection of human rights in the region;
Welcome the decision of the High Commissioner to allocate US$ 730,000 for the implementation of the regional projects foreseen under the Framework for Regional Technical Cooperation for the Asian and Pacific Region adopted in Tehran;
The Framework for Regional Technical Cooperation adopted by consensus in the Sixth Workshop on Regional Arrangements for the Promotion and Protection of Human Rights in the Asian and Pacific Region(Tehran 1998), and reaffirmed in the 1999 New Delhi workshop, identified human rights education as one of the four key priorities for regional cooperation; .
The New Delhi workshop reviewed progress since Tehran in the four priority areas of the Framework for Regional Technical Cooperation in the Asian and Pacific Region and identified the next steps to be taken.
In early March 1998 the 36 States participating in the Tehran Workshop on Regional Arrangements for the Promotion andProtection of Human Rights in the Asia-Pacific Region adopted a framework for regional technical cooperation in that region.
The conclusions affirm the importance of the implementation of technical cooperation in the Asian and Pacific region pursuant to the Framework for Regional Technical Cooperation established at Tehran and recognize the close relationship and mutually supporting nature of the four pillars of the Framework. .
Call upon the Office of the High Commissioner for Human Rights to report on progress achieved in the implementation of technical cooperation in the Asian and Pacific region in accordance with the Framework for Regional Technical Cooperation to the Ninth Workshop.
The aims of the seventh workshop, held in New Delhi in February 1999, were, therefore,to review progress since Tehran in the four areas identified in the Framework for Regional Technical Cooperation in the Asian and Pacific Region(E/CN.4/1998/50, annex II). The workshop also attempted to identify the next steps and proposed options in the context of regional cooperation. .
Underlining its commitment to developing and strengthening national capacities for the promotion and protection of human rights through regional cooperation and sharing of experiences,the workshop adopted the Framework for Regional Technical Cooperation in the Asian and Pacific Region.
The Framework for Regional Technical Cooperation for the Asia and Pacific Region, the first arrangement of its kind, was established by Governments of the region at Tehran in 1998, when agreement was reached on the four pillars of the Framework, namely,(a) elaboration of national plans of action in the field of human rights;(b) establishing and strengthening national institutions;(c) promotion of human rights education; and(d) strategies for economic, social and cultural rights and the right to development.
The Eighth Workshop on Regional Arrangements for the Promotion and Protection of Human Rights in the Asia and Pacific Region,held at Beijing in March 2000, reviewed the implementation of the Framework for Regional Technical Cooperation for the Asia-Pacific Region.
While noting that the Tehran Framework for Regional Technical Cooperation is mainly a governmental process, acknowledge the importance of participation by national institutions, non-governmental and intergovernmental organizations, and the private sector; the initiative of holding a consultation of non-governmental actors prior to the official opening of the workshop; and their reports to the plenary; and call on OHCHR to establish partnerships with these actors in the implementation of the Tehran Framework; .
Call upon the Office of the High Commissioner for HumanRights to develop and implement the proposals made in New Delhi in the four areas in the Framework for Regional Technical Cooperation and to report periodically to the open-ended team in Geneva as well as to the next workshop on the progress achieved.
Finally, participants welcomed the adoption of the Declaration and Programme of Action of the World Conference against Racism, Racial Discrimination, Xenophobia and Related Intolerance(see A/CONF.189/12, chap. I) anddecided to include the implementation of the Programme of Action as an integral part of the Framework for Regional Technical Cooperation for the Asia-Pacific Region.
In that regard, participants welcomed the decision of the High Commissioner to allocate US$ 730,000 for the implementation of the regional projects foreseen under the Tehran Framework for Regional Technical Cooperation in the Asian and Pacific Region and took note of the decision by the High Commissioner to make available, at the request of Member States, the services of a regional human rights adviser as a regional project officer in connection with the implementation of technical cooperation in the Asian-Pacific region.
Committed to developing and strengthening national capacities, in accordance with national conditions, for the promotion and protection of human rights through regional cooperation and the sharing of experiences,the workshop hereby adopts a Framework for Regional Technical Cooperation in the Asia-Pacific to develop, inter alia.
Acknowledge the importance of Governments undertaking regional, subregional and national activities for theimplementation of technical cooperation in the Asian and Pacific Region in accordance with the Framework for Regional Technical Cooperation in partnership with parliaments, national institutions, relevant experts and civil society organizations;
Take note of the decision made by the United Nations High Commissioner for Human Rights to make available, at the request of Member States,the services of a regional human rights adviser as a regional project officer in connection with the implementation of technical cooperation in the Asian-Pacific region in accordance with the Framework for Regional Technical Cooperation;
Welcome the offer made by the Islamic Republic of Iran to host an Asian regional preparatory meeting for the World Conference as well as the discussions heldat the workshop and express support for additional initiatives linked to the Framework for Regional Technical Cooperation being undertaken in the region; Participants in the Beijing Workshop thus.
In November 2001, OHCHR, in partnership with the ICJ and the International Bar Association, organized a workshop on the justiciability of economic, social and cultural rights in New Delhi under the plan of action adopted at the eighth Workshop on Regional Cooperation for the Promotion and Protection of Human Rights in the Asia-Pacific Region(Beijing, March 2000)for the implementation of the Tehran Framework for Regional Technical Cooperation.
