International cooperation in the area of drugs should be reinforced in accordance with the Global Programme of Action adopted in the context of the international decade to fight drug abuse.

The current drug control treaties and the Global Programme of Action adopted by the General Assembly at its seventeenth special session provide the necessary framework for international cooperation.
There was further evidence that resolution 48/12 had been a catalyst for change in that several more States had recently acceded to the Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, andin that there had been progress in implementing the Global Programme of Action adopted by the General Assembly at its seventeenth special session.
Mr. AMIRKHIZI(Islamic Republic of Iran) said that the Global Programme of Action adopted by the General Assembly at its seventeenth special session must be fully implemented by Member States in order for real progress to be made in combating the drug problem.

Some of the more important milestones in developing international controls include the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, of 1988; the Council of Europe Convention on Laundering, Search, Seizure andConfiscation of the Proceeds from Crime, which was concluded in 1990; and the Global Programme of Action adopted by the General Assembly in 1990.
