Federal Law On Basic Guarantees of Electoral Rights of Citizens of the Russian Federation/ Ros.
As reported to IA"Res" by the Chairman of the Central Election Committee of South Ossetia Bella Plieva, the decision was made in accordance with the relevant requirements of the Constitutional Law of South Ossetia"On elections of President of South Ossetia" andthe Constitutional Law of South Ossetia,"On guarantees of electoral rights and the right to participate in the referendum of the citizens of South Ossetia.
The Citizens of the Russian Federation(Basic Guarantees of Electoral Rights) Act of 6 December 1994, as amended on 26 November 1996;
The basic guarantees of electoral rights and the right of citizens of the Russian Federation to participate in a referendum set forth by this Federal Law as well as additional guarantees set forth by other federal laws may beshall not be amended in no other wayotherwise than by making amendments and changes to the relevant laws.
The publication includes the official text of the Federal Law"On Basic Guarantees of Electoral Rights of Citizens of the Russian Federation.

It shall be established that Federal Law No. 124-FZ of September 19, 1997"On Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum" shall cease to be in force in the procedure specified in Clause 3 of this article.
Russian presidential elections are governed by the Russian Constitution,the Federal law on basic guarantees of electoral rights and the right to participate in referendums of citizens of the Russian Federation and the Federal law on Presidential elections of the Russian Federation.
The bill was intended to fix the situation that arose after the amendment to the law No. 67-FZ“On basic guarantees of electoral rights and the right to participate in the referendum for citizens of the Russian Federation” imposed a life-long ban on eligibility for these categories of citizens on April 2, 2013.
Article 4, paragraph 2, of the Federal Act on the Fundamental Guarantees of Electoral Rights and the Right of Citizens to Participate in Referendums stipulates that citizens of the Russian Federation enjoy the right to vote, to stand for election and to participate in referendums, irrespective of sex, race, ethnic background, language or place of residence.
Hence, the 2012 amendments to the federal laws"On political parties" and"On basic guarantees of electoral rights and the right of citizens of the Russian Federation to participate in a referendum" considerably reduced the required minimum number of party members(from 50,000 to 500) and no longer obliged registered parties to collect signatures in order to submit party lists or nominate candidates.
On 8 October 2007, the Supreme Court rejected the author's appeal under article 28 of the Federal Law on Basic Guarantees of Electoral Rights and the Right of Citizens of the Russian Federation to Participate in a Referendum(the federal law on the right to participate in a referendum), pursuant to which the Supreme Court may only examine complaints challenging the CEC decisions that have been taken collegially and signed by the Commission's Chairperson and its Secretary.
This may result in uneven application of the law and lack of guarantees for the electoral rights of the citizens.
There would then be no need for ad hoc laws on elections to the State Duma and the Presidency, basic guarantees of citizens' electoral rights, referendums and so forth.
There remain a good many unresolved problems relating to constitutional guarantees of judicial protection for citizens' electoral rights.
To that end, the election committees, State bodies, public associations and citizens are entitled to use the press, television, radio andother generally accessible means of communication article 10 of the Electoral Rights Guarantees Act.
Under the Electoral Rights Guarantees Act of 22 April 1999, the citizens' electoral rights are protected by a system of legislative, legal, economic, organizational and information guarantees.
III. The legislative basis for the elections to the legislative chamber of the Oliy Majlis consists of provisions of the Constitution of the Republic of Uzbekistan and of the Act on elections to the Oliy Majlis of the Republic of Uzbekistan, the Acts on the Central Electoral Commission of the Republic of Uzbekistan and on the guarantees of the electoral rights of citizens, and also the relevant resolutions of the Central Electoral Commission.
