I have the honour to request that the Security Council extend an invitation under rule 39 of its provisional rules of procedures to His Excellency Dr. Hussein Hassouna, Permanent Observer of the League of Arab States to the United Nations, to participate in the Council's forthcoming discussions on the situation in Somalia.
Mr. Hassouna(League of Arab States) said that the exercise of the inalienable rights of the Palestinian people, including the right to self-determination, had been an issue of great concern over the years to both the United Nations and the League of Arab States.
In response to the request contained in a letterdated 3 October 2000 from the Permanent Representative of Tunisia to the United Nations(S/2000/939), the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Hussein Hassouna, Permanent Observer of the League of Arab States to the United Nations.
