The phrase used in the previous year's report to the effect that the Committee would“pursue its efforts in seeking the best ways andmeans for the implementation of the Declaration in all Territories that have not yet exercised their right to self-determination” had disappeared.

The Supreme Court has not yet exercised this right even when it was called upon to do so in some recent court cases.
