In the southern region, including Panjwai district and the Hilmand province, civilians are increasingly falling victim to an upsurge in fighting between Taliban insurgents and Government and United States-led Combined Forces Command-Afghanistan.
The implementation of the national drug control strategy has clearly been unsatisfactory, especially in the south-west and the south,particularly in Hilmand, and in the eastern Province of Nangarhar, which experienced the highest increases.
They include: the wing of the Hezb-i-Islami party led by Gulbuddin Hekmatyar, in Kunar province and neighbouring areas; the Taliban northern command, for Nangarhar and Laghman provinces; networks led by Jalaluddin Haqqani, a former minister in the Taliban regime, mainly for Khost and Paktya provinces; the Wana Shura, for Paktika; and the Taliban southern command, for the provinces of Zabul,Kandahar, Hilmand, and Uruzgan.
During the following years, 13 additional provincial offices were established in Zabul(Qalat), Nimroz(Zaranj),Uruzgan(Tirin Kot), Hilmand(Lashkar Gah), Farah(Farah), Ghor(Chaghcharan), Badghis(Qala-I-Naw), Sari Pul(Sari Pul), Kunar(Asadabad), Baghlan(Khumri), Day Kundi(Nile), Khost(Khost) and Ghazni Ghazni.
