Options for addressing significant global impacts of mercury.

As described in document UNEP(DTIE)/Hg/INC.2/5 concerning the health impacts of mercury, methylmercury is the most toxic and the most common form of mercury found in the environment.
The Arctic Council with its 8 member countries and 6 permanent participants representing Arctic indigenous groups is another setting providingthe opportunity for capacity building and our knowledge on sources and impacts of mercury as a global pollutant.
There is clear evidence of a significant global increase in the impacts of mercury on the environment through human activities.
One representative said that only limited information on contaminated sites was available in many developing countries and countries with economies in transition and that global efforts were needed to identify such sites andprovide information on the impacts of mercury on human health and the environment.
The Working Group considered the information in the global mercury assessment report and concluded that, in its view,there was sufficient evidence of significant global adverse impacts of mercury to warrant international action to reduce the risks to human health and the environment arising from the release of mercury into the environment.
Although broad support for global action on mercury was expressed by most Governments, there were contrasting views with regard to the need for legally binding measures andthe use of existing multilateral environmental agreements to tackle the significant global adverse impacts of mercury and its compounds;
Stressing the issue of health, he commended the World Health Organization(WHO)for supplying updated information on the impacts of mercury on human health, which posed a particular challenge for developing countries.
The provision of financial and technical assistance and capacity building for developing countries and countries with economies in transition is considered a vital issuethat must be addressed, if these Governments are to succeed in the near future in their efforts to reduce the global adverse impacts of mercury on health and the environment.
To outline options for consideration at the twenty-second session of the Governing Council/Global Ministerial Environment Forum addressing any significant global adverse impacts of mercury, inter alia, by reducing and or eliminating the use, emissions, discharges and losses of mercury and its compounds; improving international cooperation; and ways to enhance risk communication;
It provides a factual analysis of the views submitted by Governments, intergovernmental organizations and nongovernmental organizations with regard to the progress made in the implementation of decision 22/4 V on a mercury programme, especially any goals or national actions taken,views on the need for further measures to address significant global adverse impacts of mercury and its compounds, and further action on other heavy metals, such as lead and cadmium, as requested in decision 22/4 V.
In paragraphs 9 and 10 of decision 22/4 V, the Governing Council requested the Executive Director to report on progress in the implementation of the decision andto invite submissions from Governments on their views with regard to further measures for addressing the significant global adverse impacts of mercury and its compounds and submissions from Governments, intergovernmental organizations and other stakeholders on what further action might be taken with regard to other heavy metals, for example, lead and cadmium.

Impact of mercury on fishing globally.
Providing information to raise awareness of the risks of mercury, and on ways to minimize oreliminate exposure to mercury, may also reduce the public health impact of mercury.
Speaking on behalf of the Arctic Council,one representative spoke of the particular fate and impact of mercury in the Arctic.
Limited studies on the impact of mercury on the health of local population have shown that mercury has accumulated in various tissues and parts of the body(hair, blood, urine) of the persons analysed.
The committee may wish to consider one or more of the following options related to assessing anddisseminating information on the impact of mercury and mercury compounds on human health and the environment.
