In order to reduce the impact of institutional changes on staff,particularly those with indefinite appointments, measures have been established to make the transition fair and transparent, such as: a freeze on external recruitment; the establishment of a special voluntary separation programme; and the introduction of temporary measures for General Service staff to be considered for international category posts.
