The joint general recommendation/comment is the first-ever document of this type jointly adopted by two distinct human rights treaty bodies.

It is by virtue of that overlapping mandate and the shared commitment to prevent, respond to and eliminate harmful practices, wherever and in whichever form they occur,that the Committees decided to develop the present joint general recommendation/general comment.
The formulation of a joint general recommendation would be challenging, owing to the different working pace of each Committee, as well as the lack of time to meet jointly.
The Committee took note with appreciation of a letter received from the Committee on Migrant Workers on a possible joint general recommendation/ comment on the issue of women migrant workers and sent a response on the subject.
The present joint general recommendation/general comment therefore further elaborates on the obligations of States parties to the Convention on the Elimination of All Forms of Discrimination against Women with regard to the relevant provisions for the elimination of harmful practices that affect the rights of women.
At its forty-eighth session, in 2011, the Committee endorsed the revised draft outline of the joint general recommendation/ comment, thereby authorizing the working group to start the elaboration of the draft decision 48/VIII.
The objective of the present joint general recommendation/general comment is to clarify the obligations of States parties to the Conventions by providing authoritative guidance on legislative, policy and other appropriate measures that must be taken to ensure full compliance with their obligations under the Conventions to eliminate harmful practices.
The representative of Austria enquired whether the Working Group and the Committee on the Elimination of Racial Discrimination had developed any new joint general recommendations and whether the Committee on the Elimination of Discrimination against Women had received individual complaints concerning people of African descent.
Mr. SICILIANOS supported the idea of preparing a joint general recommendation on special measures and proposed that some members of the Committee should contact the Committee for the Elimination of Discrimination against Women, since the Convention on the Elimination of All Forms of Discrimination against Women also contained provisions on special temporary measures that States parties could adopt in order to give effect to that Convention.
States parties should include in their reports under the Conventions information about the nature and extent of attitudes, customs and social norms that perpetuate harmful practices andon the measures guided by the present joint general recommendation/general comment that they have implemented and the effects thereof.
The Committee considered the outline of the draft joint general recommendation on harmful practices and met with members of the Committee on the Rights of the Child to further discuss the outline and plan of action.
To urgently repeal customary laws that provide for child marriages and the payment of bride prices and carry out campaigns involving community leaders on those practices as harmful practices contrary to the Convention,in line with the joint general recommendation No. 31 of the Committee on the Elimination of Discrimination against Women/general comment No. 18 of the Committee on the Rights of the Child on harmful practices;
The Committee considered an initial draft outline of the joint general recommendation on harmful practices prepared by the Committee on the Elimination of Discrimination against Women and the Committee on the Rights of the Child.
Recalling joint general recommendation No. 31 of the Committee on the Elimination of Discrimination against Women/general comment No. 18 of the Committee on the Rights of the Child on harmful practices, the Committee also recommends that the State party increase its efforts to raise awareness of the criminal nature of those practices and their adverse impact on the rights of women and girls among communities where those practices are prevalent and among health workers.
A number of participants encouraged the use of joint general comments and joint general recommendations by the treaty bodies, as well as joint working groups and task forces, while others expressed reservations at such a proposal.
On 3 November 2014, the Committee adopted, by consensus, joint general recommendation No. 31 of the Committee on the Elimination of Discrimination against Women/general comment No. 18 of the Committee on the Rights of the Child on harmful practices.
