Let me also avail myself of this opportunity to thankthe outgoing President of the Conference on Disarmament, Ambassador Kari Kahiluoto, for his efforts during the Finnish Presidency and to wish him well in his future offices.

We also say farewell to Ambassador Kari Kahiluoto, who ably led the European Union during the second half of 2006.

I cannot but express sorrow at the imminent departure from Geneva of the Permanent Representatives of France and of Finland,Ambassador Dobelle and Ambassador Kahiluoto, both of whom have greatly enriched our discussions during the time of their presence here.

Please don't give my successor, Ambassador Kahiluoto, who is joining you on 1 September, the impression that you continue to wait for something which would be better before you are able to engage in real work.

At the request of the Presidents of the Conference, Mr. Kari Kahiluoto, Ambassador of Finland, and Mr. Jean-Hugues Simon-Michel, Ambassador of France, UNIDIR prepared information notes on issues discussed in accordance with the schedule of activities, which were used by both Presidents in their introductory statements.
Mr. Kahiluoto(Finland): I am speaking on behalf of the European Union on two draft resolutions under the nuclear weapons cluster.
At the request of the Presidents of the Conference, Kari Kahiluoto(Finland), and Jean-Hugues Simon-Michel(France), the United Nations Institute for Disarmament Research prepared information notes on issues discussed in accordance with the schedule of activities, which were used by both Presidents in their introductory statements.
Mr. KAHILUOTO(Finland): We also wish to associate the delegation of Finland and the European Union with the statement made by France.
Mr. Kahiluoto(Finland): I am speaking on behalf of the European Union(EU) on draft resolution A/C.1/61/L.48 entitled"Comprehensive Nuclear-Test-Ban Treaty.
Mr. KAHILUOTO(Finland) said that it might be useful for the representative of the International Committee of the Red Cross(ICRC) to present ICRC's observations by way of introduction to the item under discussion.
Mr. KAHILUOTO(Finland), speaking on behalf of the European Union(EU) and the acceding countries, Bulgaria and Romania, said that the Final Document of the Conference broadly met the objectives of the EU.
Mr. Kahiluoto(Finland): Speaking for Finland for the first time at this session of the First Committee, I wish to congratulate you, Sir, and offer you and your Bureau our full support as you guide the Committee to a successful outcome.
Mr. KAHILUOTO(Finland) said that the Coordinator's proposals on mines other than anti-personnel mines were balanced, solid and substantive and furnished a sound basis for the completion of negotiations in 2006 in time for the Third Review Conference.
Mr. Kahiluoto(Finland): I wish to speak, on behalf of the European Union(EU) and the States that have aligned themselves with this statement, regarding draft resolution A/C.1/61/L.15/Rev.1, entitled"The illicit trade in small arms and light weapons in all its aspects.
Mr. KAHILUOTO(Finland): Mr. President, I think all of us have had experience in working under instructions, and I think it might be convenient and conducive if you perhaps called a three-minute suspension for the possibility of having some discussions on this issue.
