The indictment alleges that during the months of April through June 1994 in the area of Bisesero, in Gishyita andKisovu communes, Kibuye Prefecture, the accused were partly responsible for the killing of people who had survived and fled the previous massacres in Kibuye. .
On 17 November 2011, a Chamber composed of judges Arrey, presiding, Tuzmukhamedov and Akay delivered judgement in the case of Grégoire Ndahimana,a former bourgmestre of Kivumu commune in Kibuye prefecture.
In United Nations security phase III regions(Gisenyi, Cyangugu, Ruhengeri and Kibuye Prefectures), field teams were stationed in Gisenyi and Cyangugu towns for up to two weeks a month respectively, and conducted occasional field trips to Ruhengeri town.

On 21 May 1999,Clément Kayishema, Préfet of Kibuye Prefecture, and Obed Ruzindana, a businessman in Kibuye, who were charged jointly, were convicted and sentenced to life imprisonment and 25 years' imprisonment respectively.
Five large-scale search operations were conducted in the following communes: Rushashi in Rural Kigali prefecture(2 July); Karago in Gisenyi prefecture(9 and 10 July); Giciye, in the same prefecture, and Nyamutera in Ruhengeri prefecture, on the same dates; Ramba, in Gisenyi prefecture, on 13 July; Giciye, Gaseke and Karago again on 23, 24 and 25 July;and Rutsiro in Kibuye prefecture on 25 July.
Currently, HRFOR is in the process of setting up sub-offices in Kigali Ville(covering also Kigali Rural and Byumba prefectures); Gitarama(covering also Ruhengeri and Kibuye prefectures); Butare(covering also Gikongoro prefecture); and Kibungo also covering Mutara prefecture. .
Numerous instances of arrests on those grounds have been identified in Kibuye and Gitarama prefectures.
