II. Plans of action for establishment and operation of licensing systems.
Plans of action for establishment and operation of licensing systems for ozonedepleting substances(recommendation 41/18): Barbados, Equatorial Guinea, Eritrea, Haiti and Tonga.
To note with appreciation the tremendous efforts that the Parties to the Montreal Protocol have made in establishment and operation of licensing systems under Article 4B of the Protocol;

Noting with appreciation the tremendous efforts that the parties to the Montreal Protocol had made in the establishment and operation of licensing systems under Article 4B of the Protocol.
Plans of action for the establishment and operation of licensing systems for ozone-depleting substances by Barbados, Cook Islands, Equatorial Guinea, Eritrea, Haiti, Nauru, Somalia and Tonga decision XIX/26, paragraph 2, and recommendations 40/39 and 40/40.
In the same recommendation, the Committee had requested Barbados andEritrea to complete the establishment and commence the operation of licensing systems no later than 1 September 2008 and to notify the Secretariat accordingly.
Noting also that some Parties to the Montreal Amendment to the Protocol had reported the establishment and operation of licensing systems to the Secretariat of the Multilateral Fund for the Implementation of the Montreal Protocol(Multilateral Fund secretariat), but had not yet reported such information to the Ozone Secretariat, in accordance with paragraph 3 of Article 4B of the Protocol.
In recommendation 48/14 of the Implementation Committee at its forty-eighth meeting, held in July 2012, following its review of information submitted by parties in response to decision XXIII/31 of the Twenty-Third Meeting of the Parties,the Committee noted with appreciation the tremendous efforts that the parties to the Montreal Protocol had made in the establishment and operation of licensing systems for imports and exports of ozone-depleting substances.

To urge Ethiopia, San Marino andTimor-Leste to complete the establishment and operation of licensing systems as soon as possible and to report to the Secretariat thereon no later than 31 March 2012;
In correspondence dated 1 October 2010, the Government of Eritrea notified the Secretariat of its establishment and operation of licensing systems from 23 August 2010 through the enactment and enforcement of regulations for the issuance of permits for the import or export of ozone-depleting substances and equipment or products based on ozone-depleting substances.

Noting with appreciation the efforts that the parties to the Montreal Protocol have made in the establishment and operation of systems for licensing the import and export of controlled ozonedepleting substances under Article 4B of the Protocol.
Compliance with the obligations imposed by the Montreal Protocol was historically very high, well over 90 per cent overall, andin recent years had reached 99 per cent on certain key matters such as the establishment and operation of systems for licensing imports and exports of ozone-depleting substances.
To request the Ozone Secretariat to identify in consultation with the Multilateral Fund secretariat those Parties to the Montreal Amendment to the Protocol that had reported the establishment and operation of systems for licensing the import and export of new, used, recycled and reclaimed controlled substances listed in Annexes A, B, C and E of the Protocol;
The Party has also reported on the establishment and operation of a licensing system pursuant to decision XVII/32.
Noting the plan of action submitted by Somalia for the establishment and operation of such a licensing system.
To report periodically on the operation of the system for licensing imports and exports of ODS as required for all Parties under Article 4 B paragraph 4 of the Montreal Protocol;
Kiribati, Niue, Sao Tome and Principe, United Republic of Tanzania andUzbekistan have reported to the Secretariat the establishment and operation of a licensing system for all ODS and are therefore in compliance with Article 4(b) of the Protocol.
Kiribati, Niue, Sao Tome and Principe, United Republic of Tanzania andUzbekistan had reported to the Secretariat the establishment and operation of a licensing system for all ozone-depleting substances and were therefore in compliance with Article 4B of the Protocol.
To request Equatorial Guinea to report to the Secretariat,preferably no later than 1 September 2008, on the status of the establishment and operation of its licensing system for ozonedepleting substances in order that, at its forty-first meeting, the Committee might assess the Party's compliance with the Protocol;
The Party was requested in recommendation 40/10 of the fortieth meeting of the Implementation Committee, to submit to the Ozone Secretariat no later than 1 September 2008, in time for consideration at its fortyfirst meeting, information to clarify the operation of its licensing system with respect to the control of exports of methyl bromide and the control of the import and export of mixtures containing methyl bromide.
Noting with concern that Botswana has not submitted, in accordance with the recommendations of the Implementation Committee at two successive meetings,information to clarify the operations of its licensing system.
In accordance with recommendation 41/18, Equatorial Guinea and Tonga were urged to submit to the Secretariat as a matter of priority andno later than 31 March 2009 a plan of action to ensure the prompt establishment and operation of import licensing systems for ozone-depleting substances, in time for consideration by the Committee at its forty-second meeting.
In the same recommendation the Committee had requested Cook Islands, Haiti, Nauru, Somalia and Tonga to submit to the Secretariat as a matter of urgency andno later than 1 September 2008 the plans of action called for in decision XIX/26 to ensure the prompt establishment and operation of their licensing systems in order that the Committee, at its forty-first meeting, might assess the Parties' compliance with the Protocol.
