The Permanent Forum may pursue its mandate in the following ways.

This increasing engagement of indigenous peoples acrossthe United Nations system, which currently peaks at the meetings of the Working Group and the Permanent Forum, may suggest a need, particularly on the part of the representatives of the indigenous peoples, to plan their coverage of the different meetings and events, balancing effective coverage with the need to maximize the efficient use of scarce resources.
The Permanent Forum may consider it appropriate to recommend to the Economic and Social Council that it commission a study under its mandate as one way of resolving the issue of protecting indigenous traditional knowledge.
Concerning the International Year of Forests, the Permanent Forum may also wish to consider a further recommendation from the International Expert Group Meeting on Indigenous Peoples and Forests.
The Permanent Forum may wish to give consideration to methods of following and monitoring the extent to which the concerns of indigenous communities are taken into account, how this is reflected in the Millennium Development Goals country reports and the poverty reduction strategy papers and what lessons can be learned from these processes.
Considering the need to strengthen recognition of the principle of free, prior andinformed consent, the Permanent Forum may wish to consider taking one of the following actions: establishing a new category in the portfolio of the members of the Permanent Forum; designating a permanent forum to write a broader report on the matter; and including free, prior and informed consent as a theme in one of its sessions, or as a half-day discussion.
As another option, the Permanent Forum may consider dedicating part of one of its sessions, making it into a working session of three days or so, to consideration of the matter.
However, the proposed permanent forum may be in a position to offer advice and guidance to the Coordinator on programme planning or implementation and in identifying priorities for the Voluntary Fund for the International Decade.
Furthermore, the Permanent Forum may consider providing advice to the Economic and Social Council about the conduct of the study, including what role the Permanent Forum might be given in the examination of this question.
Implementation of the recommendations of the Permanent Forum may encounter difficulties in the context of implementation of development projects in cooperation with indigenous organizations in countries whose official policies have a different focus in terms of prioritizing geographical areas or specific areas of activity.

The proposed permanent forum might also be empowered to establish working groups of experts on questions of concern such as health or environment, or even regional working groups.
The Working Group believed that,at the current stage, a permanent forum might be the most appropriate mechanism for assuming those important responsibilities.
The Permanent Forum might also give attention to article 3, which would be of use to other forums, such as courts that were adjudicating the rights of indigenous peoples.
