Annexed to that resolution were the Political Declaration and Global Programme of Action, setting out objectivesand the measures to translate them into reality.
Moreover, at its seventeenth special session, on international cooperation against illicit production, supply, demand, trafficking and distribution of narcotic drugs and psychotropic substances, the General Assembly,in its resolution S/17-2 of 23 February 1990, adopted the Political Declaration and Global Programme of Action.
The adoption in 1990 by General Assembly at its seventeenth special session of the Political Declaration and Global Programme of Action reflects the determination of the international community to coordinate its efforts in the fight against drugs.

After the adoption of the 1988 Convention, and even before the adoption of the Political Declaration and Global Programme of Action, my country, Nigeria, enacted decree No. 48 of 1989 setting up the National Drug Law Enforcement Agency NDLEA.

Recalling the continuing importance of the Political Declaration and Global Programme of Action adopted by the General Assembly at its seventeenth special session, General Assembly resolution S-17/2, annex. on 23 February 1990, as well as the Declaration on the Guiding Principles of Drug Demand Reduction, adopted at its twentieth special session, General Assembly resolution S-20/3.
Mr. MUHAMMAD(Nigeria): My delegation is pleased to be participating in these high-level meetings to review the status of international cooperation against the illicit production, sale, demand, traffic and distribution of narcotics and psychotropic substances,especially since the adoption of a Political Declaration and Global Programme of Action at the seventeenth special session of the General Assembly, held in February 1990.
Recalling the seventeenth special session of the General Assembly devoted to the question of international cooperation against illicit production, supply, demand, trafficking and distribution of narcotic drugs and psychotropic substances and the adoption by the Assembly, during that special session,on 23 February 1990, of a Political Declaration and Global Programme of Action 1/, including the proclamation of the period from 1991 to 2000 as the United Nations Decade against Drug Abuse.
Political declaration and revised Global Programme of Action;
The adoption of the Political Declaration and the Global Programme of Action by the General Assembly in 1990 contributed greatly to shaping the international will.
In both the Political Declaration and the Global Programme of Action, the General Assembly stressed the importance of universal adherence to the international drug control treaties.
As emphasized in the Political Declaration and the Global Programme of Action adopted by the General Assembly in 1990, the fight against the scourge of drugs requires joint international action.
In addition, we express our belief that the United Nations Conference should adopt a political declaration and a global programme of action that would constitute an integral approach to the problem.
This forum is taking place in conditions of considerable geopolitical changes that have occurred since the adoption,at the seventeenth special session of the General Assembly, of the Political Declaration and the Global Programme of Action.
