The above considerations provide the basis for the work that the Authority has to carry out to continually obtain an assessment of the polymetallic nodule resources of the Area.
The considerations given above together with the progress achieved by the registered pioneer investors in their efforts to convert polymetallic nodule resources to reserves provide part of the basis for the work that the Authority has to fulfil to,inter alia, administer the polymetallic nodule resources of the Area.
In addition to helping the Authority keep track and continually update resource andenvironmental information on the Area as they become available, such a capability will help the Authority to establish a central data repository of polymetallic nodule resources of the Area.
The focus of the substantive work is on data andinformation that can be analysed so as to estimate the magnitude of the potentially recoverable polymetallic nodule resources as well as to obtain an understanding of the probable environmental impacts of deep seabed mining ISBA/3/A/4.
In chapter IV of the report prepared by IFREMER/AFERNOD, DORD and Yuzhmorgeologiya in fulfilment of the obligations to undertake this work in respect of their contributed areas, titled"Preparatory work in the International Seabed Authority reserved area- August 1991", they make the following statement with regard to some of the technological problems that will have to be overcome to facilitate stage I exploration andits impact on the assessment of polymetallic nodule resources in the reserved area.
This interest is best served by the Authority having the means to obtain data andinformation that can be analysed so as to estimate the magnitude of the potentially recoverable polymetallic nodule resources as well as an understanding of the environmental impacts likely to be caused by deep seabed mining.
As part of its efforts related to the Ocean Minerals Company,LMC led the development of seafloor polymetallic nodule resources within the Clarion-Clipperton Fracture Zone, including the conduct of extensive multi-year seabed surveys, the development of end-to-end system designs for nodule collection and the conduct of at-sea testing of a large-scale prototype collection system.
It is anticipated that the proceedings of the 2006 workshop on cobalt-rich crusts and the diversity of distribution patterns of seamount fauna, andthe proceedings of the 2003 workshop on the development of a geological model of the polymetallic nodule resources in the Clarion-Clipperton fracture zone will also be published during 2009.
Nevertheless, to prevent future irreversible damage, and taking into account its mandate under article 165, paragraphs( d),( e) and( h), of the Convention, as well as regulation 31( 2) of the Regulations,the Commission considered that the development of polymetallic nodule resources in the Clarion-Clipperton Fracture Zone demanded a rational and comprehensive environmental management plan for the Zone as a whole, based on the best available scientific knowledge.
With respect to the development of a geological model of polymetallic nodule deposits for the Clarion-Clipperton zone seabed area,the Secretary-General of the Authority reported that most of the work with regard to resource evaluation of the polymetallic nodule resources had been completed and that some preliminary reports on proxy variables had been received from consultants.
At that time, the Commission had concluded that to prevent future irreversible damage to the marine environment, and taking into account its mandate under article 165, paragraphs( d),( e) and( h), of the Convention, andregulation 31( 2) of the Nodules Regulations, the development of polymetallic nodule resources in the Clarion-Clipperton zone demanded a rational and comprehensive environmental management plan for the region as a whole, based on the best available scientific knowledge.
At its meeting during the fifteenth session, the Commission concluded that to prevent future irreversible damage to the marine environment, and taking into account its mandate under article 165,paragraphs( d),( e) and( h), of the Convention, and regulation 31( 2) of the Regulations on Prospecting and Exploration for Polymetallic Nodules in the Area, the development of polymetallic nodule resources in the Clarion-Clipperton fracture zone demanded a rational and comprehensive environmental management plan for the region as a whole, based on the best available scientific knowledge.
