PRESIDENTIAL REPORT.
Therefore I am going to present the Presidential report on the second part of the 2007 session.
Presidential report to the conference on disarmament on part ii of the 2008 session.
This is the summary of the three points contained in the Presidential report on part 3 of the 2007 session.

Allow me to summarize the results of these activities as set forth in the Presidential report on part 3 of the 2007 session.
The Presidential Report on Part I of the 2008 Session is contained in document CD/1841.
Before turning to the speakers for today,I would like to introduce the Presidential report on the third part of the 2007 session.
CD/1825, entitled"Presidential report to the Conference on Disarmament on part II of the 2007 session";
The Conference on Disarmament has become more inclined than in the past to recognize the value of regular presidential reports and records of major activities.
CD/1820*, entitled"Presidential report to the Conference on Disarmament on part I of the 2007 session";
As was the case for the report on part 1,I kindly ask the secretariat to issue this Presidential report on part 2, including the three annexes, as an official document of the Conference.
The Presidential Report referred to the draft decision presented by the President of the Conference on Disarmament, contained in document CD/1840, at an informal meeting on 13 March 2008.
These efforts are summed up in the document entitled"Presidential report to the Conference on Disarmament on part II of the 2007 session" CD/1825.
With the Presidential reports on parts 1 and 2, and soon on part 3, and with the distribution today of the progress reports of the seven coordinators addressed to the President(document CD/1827, dated 16 August), we have been able to reflect the main thrust of our work this year in the official documentation of the Conference.
On 30 August 2007, the President, Ambassador Faysal Khabbaz-Hamoui(Syrian Arab Republic)submitted a document entitled"Presidential report to the Conference on Disarmament on part III of the 2007 session"(CD/1828*), which contained, inter alia, an assessment of the consultations held with a view to reaching an agreement on the Presidential Proposal.
According to the third Presidential Report 2010, presidential programmes have been implemented under the coordination of the Social Cohesion Council, whose initiatives prioritize and give geographical and thematic focus to State interventions, emphasizing areas that impact on social development.
On 27 June 2008, the President, Ambassador Christina Rocca(United States) submitted, under her own responsibility,a document entitled"Presidential report to the Conference on Disarmament on Part II of the 2008 session"(CD/1845), which, inter alia, stated that there was still time available for the implementation of CD/1840, if agreed upon, during Part III of the 2008 CD session and no effort should be spared to adopt a programme of work by consensus.
As per statements from the presidential report, Voronin was upset with the fact that"she commits serious violations of the judicial procedures and professional ethics norms in case examinations, by unreasonably justifying the offenders and suspects or issuing sentences that are evidently contradicting the legislation and the evidence collected by the investigation officers.
On 26 August 2008, the President, Ambassador Germán Mundaraín Hernandéz(Venezuela(Bolivarian Republic of)) submitted, under his own responsibility,a document entitled"Presidential report to the Conference on Disarmament on Part III of the 2008 session"(CD/1848), which, inter alia, stated that the Presidential Proposal contained in document CD/1840 continued to generate support among a substantial number of delegations but did not achieve consensus.
On 30 March 2007, the President submitted a document entitled"Presidential report to the Conference on Disarmament on part I of the 2007 session"(CD/1820*), which contained, inter alia, an evaluation of the work done during this part, as well as the proposal of the 2007 Presidents.
Nevertheless, from the viewpoint of our delegation, the conclusions andrecommendations set out in the Presidential report contained in document CD/1820, including the draft resolution which was circulated as an official document, under the symbol CD/2007/L.1, could be strengthened to better reflect the views expressed by the delegations of the member States of the Conference on Disarmament.
On 27 March 2008, the President, Ambassador Yevhen Bersheda(Ukraine) submitted, under his own responsibility,a document entitled"Presidential report to the Conference on Disarmament on Part I of the 2008 session"(CD/1841), which, inter alia, stated that the 2008 Presidents of the Conference interacted closely with the CD membership and the agenda item coordinators, in parallel with bilateral consultations and regular meetings with regional group coordinators.
Reference had been made in an alternative report to a presidential decree denying recognition of foreign diplomas; that seemed to contradict information in the report that many students were studying abroad.
The Panel considers this report and presidential action as significant.
