The definitions of terms used in this document correspond to those contained in chapter 9 of the European Code for Inland Waterways(CEVNI), entitled"Prevention of pollution of water and disposal of waste occurring on board vessels.
Article 9.10- Chapter 10"PREVENTION OF POLLUTION OF WATER AND DISPOSAL OF WASTE OCCURRING ON BOARD VESSELS.
The group noted that the general prohibition was contained in paragraph 1 of the article, butagreed that paragraph 2 could be further discussed in connection with the forthcoming revision of Chapter 10,"Prevention of Pollution of Water and Disposal of Waste Occurring on Board Vessels";

To tackle environmental challenges andthe carbon footprint of inland Water Transport(Policy Recommendation No.6), SC.3 initiated the revision of the Chapter 10 of the European Code for Inland Waterways(CEVNI) on"Prevention of pollution of water and disposal of waste occurring on board vessels.

In accordance with the decision of the forty-third session of the Working Party(ECE/TRANS/SC.3/WP.3/86, para.25), the CEVNI Expert Group finalized at its twenty-first session the amendment proposal for Chapter 10,"Prevention of pollution of water and disposal of waste occurring on board vessels" ECE/TRANS/SC.3/WP.3/86, annex, para. 8.
The same prohibition exists in Chapter 9"Prevention of pollution of water and disposal of waste occurring on board vessels" of the European Code for Inland Waterways UNECE Resolution No. 24.
The 1990 Constitution proclaims that"the State shall adopt and implement the necessary measures for the protection of nature, natural wealth and reasonable utilization of natural resources,improvement of the living environment, prevention of pollution of water and air, and the conservation and survival of animals and plants chap. II, art. 32.
The present document contains the draft amendments to Chapter 9 entitled"Prevention of Pollution of Water and Disposal of Waste Occurring on Board Vessels", prepared by the informal working group on CEVNI.
Revision in 2012- 2013 of Chapter 10 of CEVNI on"Prevention of Pollution of Water and Disposal of Waste Occurring on Board Vessels" to reflect the practice of member States, codified inter alia in the 1996 Convention on Collection, Retention and Disposal of Waste Generated during Navigation on the Rhine and Other Inland Waterways.
At its thirty-eighth session, the Working Party on the Standardization of Technical and Safety Requirements in Inland Navigation(SC.3/WP.3)considered the proposal to align the provisions of Chapter 10 of CEVNI"Prevention of pollution of water and disposal of waste occurring on board vessels" with those of the 1996 Convention on the Collection, Deposit and Reception of Waste produced during Navigation on the Rhine and Inland Waterways CDNI.
Revision in 2012- 2013 of Chapter 10 of CEVNI on"Prevention of Pollution of Water and Disposal of Waste Occurring on Board Vessels" to reflect the practice of member States, codified inter alia in the 1996 Convention on Collection, Retention and Disposal of Waste Generated during Navigation on the Rhine and Other Inland Waterways.
In terms of the rules of the road for inland navigation, the core uniform rules applicable to the traffic on inland waterways(marking on vessels, visual signs on vessels, sound signals and radiotelephony, waterway signs and markings, rules of the road, berthing rules, signaling andreporting requirements and prevention of pollution of water and disposal of waste) are contained in the UNECE Resolutions on"European Code for inland waterways(CEVNI)" and"Signs and Signals for inland Waterways SIGNI.
The Working Party approved the draft revised Chapter 10"Prevention of pollution of water and disposal of waste occurring on board vessels" and the draft revised annex 9,"Model used-oil log", as finalized by the CEVNI Expert Group.
Given the above, the CEVNI Expert Group strongly recommends that Chapter 10,"Prevention of pollution of water and disposal of waste occurring on board vessels", should remain part of CEVNI.
